10-20-1975 Town Hall Meeting 10/20/75 TOWN HALL MEETING October 20, 1975 7:30 p. m. at the Community Center In attendance: Mayor Donald W. McIntosh W. Al Davis Dean R. Claussen James W. Condit Jon E. McLeod David Peace, Village Manager Richard M. Lund, Village Attorney Village Department Heads and approximately 95 residents Mayor McIntosh opened the meeting and introduced all department heads. The Mayor stated that we are here to review what we plan to do and accomplish during the next fiscal year. The Council has been busy during the past several months with the appointment of a new Country Club Manager, preparation and adoption of the budget. We have completed and signed over the operation of the fire department as of October 1st. We are seriously studying the Metro Court facilities use of the Village Hall, with studies of facilities and other uses in the Village Hall complex. The Planning & Zoning Board have been authorized to study improvements in the maintenance yard at 103rd St. , and we have been voicing objection to the sludge line going through N. E. 2nd Ave. The Mayor stated that the main purpose tonight is to give supervisors and departments heads an opportunity to meet the public so that the public may understand and evaluate what they are going for the citizens. The phones are being studied and evaluated by the phone company. We have been in con- tact with the Fla. Power & Light to make sure we are receiving the franchise money we should be receiving. The Planning & Zoning Board is updating and advising on ordinances in the Village. We are continuing to voice opinions at various hearings on increased tax assessment, appearing before the Dade Delegation on Finance and Tax Committee and objecting to unfairness of the whole tax program, especially for senior citizens, asking for a study in that area. We will also have a representative, Mr. Hill, from the Metro Tax Office at the Village Hall Council meeting tomorrow night to explain the Metro Tax assessment program. We are currently receiving applications for a new Greens Superintendent at the Country Club. Mr. Buxbaum resigned as of October 17. The Florida League of Cities meets this week and the Mayor will be 10/20/75 TOWN HALL MEETING October 20, 1975 Page Z. there to meet with all other municipalities to coordinate suggestions and problems to make Miami Shores Village a better community. Chief Fletcher spoke on the Burglary/Robbery Team that has been established through a Federal grant in the amount of $58, 000. 00. He reported on re- locating the Detective Bureau to the second floor of the Village Hall to make their work more efficient. The Chief reported on other grants for telephone lines and radios and installation of a computer terminal. Also, they have initiated business and residential inspections. Miss Elizabeth Esper, librarian, reviewed the library program for this year with Bicentennial books, Christmas open house, the gift of historical documents from the Lions Club, annual art exhibit, summer library program for children and story hour. There is also a poetry evening in May. Mr. James Glaid, Finance Director, briefly outlined the financial picture of the Village and the Country Club. Mrs. Libby Buckley, Pool Manager, reviewed the program for adults and stressed the need for a great deal of maintenance on the pool. Mrs. Buckley also explained the children's programs and special holiday events at the pool. Mr. John Cusano, Golf Pro, explained that his duty was basically trying to create golf activities and to incourage people to enjoy the facilities of the course, to creatgolfing programs and up-grade rules and regulations. Through golf instructionwe wanttomake it more interesting to use the facility. We are upgrading the electric cart facilities. In summing up, he stated we have one of the finest golf courses in Florida and hopes that the Villagers will support his operation as well as the whole club house operation. Mr. Morris Moranetz, Club Manager, gave his background in food and beverage jobs and country clubs where he has worked. He mentioned the things he has accomplished so far and his hope to improve the food and bar largely for the benefit of the members. Mr. John Salazar, Tennis Pro, reported on the crowded condition of the courts, the need for a practice wall and re-surfacing the courts. He added that he hopes to conduct more tournaments and clinics for members. Mr. Henry Boliek, Maintenance Superintendent, reported on the palm tree injections and removal of 700-750 dead trees. He stated that he has approximately 900 Malayan palms growing at the nursery. Mr. Boliek 10/20/75 TOWN HALL MEETING October 20, 1975 Page 3. reported on having a new tree trimming truck and plans to install a sprinkler system on parkways on N. E. 2nd Ave. abutting the parks, plus plans to repave alleys. Mr. Harold Petrey, Recreation Director, welcomed the citizens to use his facilities, and outlined some of the programs available. Mr. Petrey reported on increasing the ceramic area and he is recommending building a new corner for more space. The Mayor introduced Mr. Markel, who is substituting for Mr. Bradford. He also read Mr. Buxbaum's letter of resignation. Mr. Dave Peace, Village Manager, reported that he is hiring a new golf superintendent. After a short intermission the meeting resumed with audience participation. Mr. Charles Leeds, 1177 N. E. 104th St. , asked about electric carts for threesomes. With exception of Saturday, Sunday and holidays, he felt that three members should be allowed to pay a fare share of $5. 00 each. Mr. Cusano stated it was a policy established by the Council and it was felt that they should not deviate, that the policy would have to be set aside by Council. The Council agreed to take this under consideration. Mrs. Hanken, 1273 N. E. 92nd St. , complained about the noise made by ice cream vendors. Mr. George Perrine, 116 N. E. 97th St. , called attention to the income in the budget from golf dues that is used to make up the club house deficit and he suggested leasing the dining room and bar. He wanted the golf dues lowered and golf cart fees lowered. Mrs. Maxine Walsh, stated she was in real estate, and asked about the possibility of extending the membership outside the Shores. Councilman Condit stressed the need for more money and stated if we don't get it we will have to open up new avenues and possibly take people from outside the Shores. Mrs. Woodruff, 66 N. E. 107th St. , stated that the social members should be required to sign in, and that the golf dues should not be raised. 10/20/75 TOWN HALL MEETING October 20, 1975 Page 4. Mrs. Florence Norman, 151 N. E. 101st St. , stated that she repre- sents the senior citizens group and wanted the city to do something for the senior citizens; that she started the group at the Community Center and would like to have this group run by the city, providing transportation, programs and food. Mr. Petrey stated he would be glad to work with them on transportation, leadership and guidance. Mr. James Maury, 2 N. W. 109th Street, complained about people picking things out of the garbage and asked if we could pass an ordinance to prohibit scavangers. Mr. George Perrine stated that he believes there are ways of cutting down expenses at the club. Mr. Leo Price, 1000 N. E. 96th St. , complained about the drainage at 96th Street and 10th Avenue, southeast corner. The meeting adjourned at 9:20 p.m. Village Clerk
