MIAMI SHORES VILLAGE COUNCIL
August 5, 1975
The regular meeting of the Miami. Shores Village Council was held at
7:30 o'clock p.m. , August 5, 1975, at the Village Hall, with the following
Councilmen present:
Mayor Donald W. McIntosh
W. Alfred Davis
James W. Condit
Jon E. McLeod
Absent: Dean R. Claussen
Mr. David Peace, Village Manager, and Mr. Richard Lund, Village
Attorney, were also present.
The meeting was opened with an invocation given by Mr. Michael
Khoury, followed by the pledge of allegiance.
Mayor McIntosh, on behalf of the Village Council, presented a plaque
to Mr. Michael J. Franco, retiring member of the Miami Shores Village Pension
Board, expressing appreciation for his dedicated service on that Board from
1967 to August 1975.
Plaques of appreciation were also presented to the Country Club
Management Committee: Roy Abagnale, Jack Fitzgerald, Paul Brollier, and
C. Lawton McCall, for their dedication in operating the Country Club from
March thru June, 1975. (Committee member Dean Claussen was absent. )
Mr. Fred G. Astor, retiring member of the Planning & Zoning Board,
was given a plaque by Mayor McIntosh in appreciation of his service on that
Board from July 1969 thru July 1975.

Petition submitted by Mrs. A. J. Habersin to have a street light
installed in alley near her home.
A petition was sent to the Council signed by 16 residents living on 99th
and 100th Sts. between 1st Ave. and Miami Ave., requesting re -location of one
of the alley lights or installation of an additional light. Mayor McIntosh asked
Chief Fletcher to analyze the lighting, with removal of shields and measuring
the distance between lights and report back at the next meeting.
Administration recommendation on installation of carport behind
the Village Hall for use by Police Dept. mechanic.
The Village Manager reported that it was recommended that the low
bid of Hurst Awning Company in the amount of $1596. 00 be accepted, with the
funds to be taken from the Fire Dept. personnel account, which account contains
surplus funds. Mr. McLeod moved that acceptance of the bid be delayed until
we look at the total Village Hall concept as to how we are going to use it in the
next few years. The motion was seconded by Mr. Davis and carried 3/1 with
Mr. Condit dissenting.
Letters of commendation of Mr. Henry Boliek, Public Works
Director.
Mayor McIntosh stated that letters of commendation had been received
for Henry Boliek which he felt should be acknowledged to the public. They
were from Dr. Soutar, 660 N. E. 95th St., Mrs. Suzanne Spear, 1230 N. E.
91st Terr. , and Mrs. Virginia Kelly, 426 Grand Concourse. Mr. Condit added
his name to this list.
Mr. Michael Khoury, General Manager of the Chamber of Commerce,
requesting permission to cover parking meters during the Christmas
holidays.
Mr. Khoury requested approval to cover the meters from November 29th

thru January Znd or 3rd. He also asked that the Christmas lights be installed
during the week of November 24th. Mr. Condit moved that the request be
approved. The motion was seconded by Mr. Davis and carried unanimously.
Unfinished Business:
Planning Board appointment - Mr. Condit moved that Joe Curry
be appointed to this Board. The motion failed for lack of a second.
Mr. McLeod moved that J. Robert Stobs, II be placed in consideration.
The motion was seconded by Mr. Davis and carried.
Pension Board - Mr. Davis moved that the Council approve the
appointment of Robert Day. The motion was seconded by Mr. McLeod
and carried.
Village Manager's report - Mr. Peace reported that the Fire Depart-
ment merger agreement has been returned with notations and we are going to
re -negotiate with County officials next Tuesday. The Mayor instructed the Village
Manager to get a list of equipment that will go with the merger.
Village Attorney's report - Mr. Lund stated that he had been working
on the fire contract; also, that the Mandel papers should be ready at the next
meeting.
Mr. Fred Astor, as a retiring member of the Planning Board, renewed
a previous request for a traffic signal in front of the Country Club, and asked
also, that a campaign be put on in the Village to get people to trim shrubbery
for crime watch purposes.
Mrs. Merline Loomis, 144 N. W. 108th St. , asked that the Council
remove all the Melaleuca trees in the Village because they cause allergies.

Mr. Davis moved that the Village Manager be asked to write job
descriptions for department heads and that the department heads write descriptions
for the employee jobs prior to January 1st. The motion was seconded by Mr.
McLeod. In the discussion that followed the motion was amended to cover a
basic preliminary outline on department heads at this time. It was carried.
The meeting adjourned at 8:25 p. m.
