Monday, January 20, 1975
7:30 p.m. at the Village Hall
In attendance: Mayor Condit, Councilmen Claussen, Jones,
Clement and Smenner.
The first business was discussion of a Board of Governors for the Country
Club. Mr. Clement thought we should have a board of ten people over
the Club Manager under the Village Manager to operate the Country Club.
He stated we should find ten people who would dedicate their time and
talents to make the club operate properly, - men with business background
who have time to give. The Council should appoint them and give them
power to operate the club.
Mr. Jones stated that we have been using the Country Club committees over
the past years to get their recommendations but at times they have felt they
were useless because they did not have any power. He thought there was
a necessity to have a Board of Governors or whatever it is called. He stated
he has a resolution which he will read to the Council at the meeting tomorrow;
that we are now forced to do this, and that we can use the help of the members
to operate the club.
Mr. Smenner stated that we do have a recommendation turned in months ago
by the committee appointed to investigate the operation of the club and he
asked if this resolution is along these lines. Mr. Jones stated it is.
Mr. Claussen stated that the key to a board is to know what areas they are
going to work in.
Mayor Condit stated we do have a committee elected by members of the
Country Club so they are representative of the people who are using the
club. Also we have a new City Manager who is taking a personal interest
in the club and working very closely with the new committee. The Club right
now is on its way to getting squared away financially. We cannot afford to
halt any work that has been started and we have got to give them a chance.
The committee has been working, the comptroller has been working and the
Village Manager is working. Mr. Condit recommended that the Council stay
out of it until they prove they cannot do the job.
Mrs. Chris Stone, Pres. of the Women's Golf Assoc. , stated that she has
been on the committee since last June and has been working very hard.
She didn't think a Board of Governors could do anything more than the
committees are doing.
Mr. Clement stated there is a difference in committees and a Board of

Governors which would run the Country Club under the Village Manager.
General Chairman Kain stated that the committees are not being informed
of what is going on.
The Mayor pointed out that the Village Manager is in charge of the Country
Club and under him is the Country Club Manager.
Mr. Jon McLeod thought the Council should set the policies through
committees.
Mr. Clyne Chambers complained about prices and food going out the back
door.
Mr. Kain stated he wants a Board of Governors that is responsible; they
are now just spinning their wheels because they have no authority.
Mr. Smenner stated that one of the biggest problems in the whole club
operation is that there is very little about it in the city charter and the whole
thing is nebulous. Mr. Smenner added that the club manager was given no job
information, contract, duties, etc. , that the Village Manager hadn't been
here long enough to do this but that we should spell out the job. Mr. Smenner
felt at this point it would be inappropriate to make a big shake up in the
operation; that the Council should step back and let the Village Manager and
the Club Manager run it; that it would be unfair to Mr. Peace at this time
to make any major changes in the structure until he has had more chance to
work at it and make recommendations.
Mr. Clement argued that his plan would not shake up anything. He wants to
help the club.
Mr. Peace wanted the Council to ask the City Attorney if this "board of
governors" would require a charter change. Mr. Peace stated we should do
away with the City Manager form of government if you establish a Board of
Governors.
Mr. Jones stated this would not hurt Mr. Peace nor his job.
