Tuesday, January 14, 1975, at 5:00 p.m.

In attendance: Mayor Condit, Councilmen Claussen, Jones, Clement,
and Smenner
Village Attorney Richard M. Lund and David Peace,
Village Manager
Also in attendance: Village employees, members of
the Chamber of Commerce and residents
The Mayor called the work shop meeting to order and the first business was
opening and review of bids for a "mini computer".
IBM - no bid on specifications submitted.
NCR - $33, 638. 00
Basic Four Systems $47, 700. 00 + $10, 000 programing
Burroughs - $27, 334. 00
Representatives from the bidding companies spoke in favor of their equipment
and the Mayor asked the Village Manager to make his recommendation at the
next meeting.
The next business discussed was the alley abutting Mr. Mandel's property.
A review was made of the entire problem, which was followed by arguments
for keeping the alley closed made by neighbors in the area, as well as,
arguments for opening it to thru traffic. Mr. Lund, Village Attorney, stated
we have three ways to go: If the permit was illegally issued we could have it
legally revoked; or, as Mr. Anderson prepared, an agreement could be made
letting him use the alley with a 60-day notice of terminating the agreement;
or, the third idea would be to try to work out some solution of the problem
along the lines of vacating the alley. The Council will have to decide what
kind of precedent this will set.
The Mayor asked Mr. Lund to write up the avenues he has suggested in the
hopes of coming to some agreement at the next meeting. Mr. Smenner
suggested that it be made clear in the agreement that the Village is relieved
of liability from any actions that might occur from this agreement.
The next business was discussion of the method used for selecting a Mayor.
Mr. Clement proposed that the high man in an election would be elected
Vice-Mayor for the first two years and Mayor for the following two years.
This will be put on the agenda for the next meeting.

The next business concerning a Board of Governors for the Country club
was deferred because of the late hour until Monday, January 20th at
5:00 p.m.
Mr. John Bergacker, Public Works Director of Miami Beach, asked to
speak at this meeting regarding a proposed sewer line going thru Miami
Shores under N. E. 2nd Avenue. He recommended that the Council pass
a resolution opposing this plan and send it to the Dade County Water & Sewer
Authority, Dade County Commission, the State Department of Pollution
Control, Federal EPA, Corps of Engineers and Coast Guard. Mr. Smenner
asked the Village Manager to check into this and have a resolution pre-
pared for the next meeting. Mr. Peace was also asked to have a representa-
tive from Metro present to explain this plan.
Mr. George Diggs voiced a complaint on the heavy truck traffic on 103rd St.
and suggested different routing and better policing of the traffic.
