09-26-1974 Second Public Hearing SECOND PUBLIC HEARING ON PROPOSED MILLAGE INCREASE AND BUDGET FOR 1974-1975 MIAMI SHORES VILLAGE COUNCIL September 26, 1974 The second public hearing of the Miami Shores Village Council on the proposed millage increase and budget for 1974-75 was held on September 26, 1974, at 5;00 p.m. in the VillageH all Council chamber. The following Council- men were present: Mayor James W. Condit Dean R. Claussen Raymond L. Clement Elwood Jones Harry F. Smenner, Jr. Absent; None The Village Manager and the Village Attorney were also present. The Village Manager read the proposed ordinance adopting the budget. Mr. Jones stated that he had gone through the budget for the Village operation and could not find any room for improvement but he thought there were areas in the Club budget that should be cut. It was agreed but not voted on that the Country Club contingency should be decreased by $6, 000. 00. Mr. Smenner stated that he didn't approve of the amount of money in the general budget and in particular the Fire Department. Mr. Clement did not approve of the extra clerk in the Building Depart- ment and felt that fees should be charged by the Recreation Department. After discussion of the time element involved in adopting a budget by October 1st, Mr. Claussen moved that the ordinance adopting the budget be approved. The motion was seconded by Mr. Jones and passed by a 3/2 vote with Councilmen Clement and Smenner dissenting. This became ORDINANCE NO. 383 and is entitled: AN ORDINANCE ADOPTING THE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1974, AND FIXING THE 1974 TAX LEVY OF MIAMI SHORES VILLAGE. Mr. William Pierce argued that with the cash carry-over that is apparently available and by cutting down the unappropriated surplus the millage 9/26/74 -t- rate could be lowered. Mr. Jones moved that the Council meet again before October 11th on the Country Club budget in an effort to reduce it. The motion was seconded by Mr. Claussen and passed unanimously. It was further stipulated that this provisional approval of the Club budget would not affect the salary accounts that would go into effect as of October 1st. The resolution approving the millage rate was read. Mr. Claussen moved its adoption. The motion was seconded by Mr. Jones and passed 3/2 with Councilmen Clement and Smenner dissenting. This RESOLUTION NO. 569 is entitled: A RESOLUTION APPROVING THE MIAMI SHORES VILLAGE MILLAGE RATE FOR THE YEAR 1974-75. The meeting adjourned at 6:10 p. m. 0 Village Clerk APPROVED- or
