08-20-1974 Work Session 9C COUNCIL WORK SESSION ON THE BUDGET Tuesday, August 20, 1974 4:00 p.m. , Village Hall In attendance: Mayor Condit, Councilmen Jones and Claussen John McIntyre, Village Manager James Glaid, Finance Director Henry Boliek, Maintenance Supt. Absent: Councilmen Smenner and Clement Lethal Yellowing of palm trees: In regard to the rapid spread of diseased palms Mr. Boliek reported that he had already removed about 145 dead palms and that there are at least 50 to 75 more at this time that must be removed. Mr. Frank Walker was present to submit a proposal from Origineering, Inc. , 8340 N. E. 2nd Avenue, to inject the city's Jamaican coconut and Pritchardia palms at $2. 90 per tree, exclusive of the Terramycin, which would be provided by the Village. The Council agreed that this work should be started immed- iately with the money set aside from the paper recycling, up to $3, 000. 00. Dr. Burns - General Chairman of M.S. C. C. Association: Asked the Council if the Association should go ahead with nomination of officers or wait for a new operational procedure. The Council recommended that Dr. Burns follow the present by-laws. Councilman Claussen asked Dr. Burns, thru the Association, to help conserve the use of towels. Charlie Leeds: Requested that the Village Manager write letters in an attempt to hurry settlement of the National Airlines strike. In view of Village labor negotiations the Council felt this should not be done. Union contracts: P. B.A. - postponed meeting. Fire contract - Village Manager reported that it looks like they will accept the Village's offer. The Council asked for a meeting with Mr. Pothin following a meeting with either group. Fire Merger contract: It was reported that Chief Bullock stated that the contract sent to him was OK. Councilman Claussen asked that the Council meet to go over the wording of this contract once more. Inspection station: The Council asked the Village Manager to contact Metro and tell them we are planning to close this station and see if there is any problem with them as far as dates are concerned and explain to them that we need the property badly. Concerning the crack in the building, the Village Manager was instructed to check the engineering with Mr. Denham. Page 2. August 20, 1974 New Village Manager: Mr. McIntyre had previously written the Council that he would like to leave by November 1, 1974, and that he had an applicant for the job - David Peace. It was decided that the Council would interview Mr. Peace at 5:00 p.m. on this Thursday, if it can be arranged. Recreation Advisory Committee: With the elimination of Mr. Sid Reese, who had moved out of the Shores, no changes were anticipated. Country Club: Councilman Jones stated that he is against increasing dues this year. Because of the present deficit operation of the club it was suggested that we contact our auditors or other professional services for a report on the operation. Board of Governors: No further discussion. Village Charter: Mr. Jones suggested that the Club Manager be placed under the Council by a charter change so that a Club Manager could be paid more than the Village Manager. It was suggested that a Charter Review Board be appointed to bring out charter up to date and the Village Manager was asked to contact Allen Clemnnts, attorney for the Dade League of Cities, to assist us in this project.
