MIAMI SHORES VILLAGE COUNCIL
September 25, 1973
A special meeting of the Miami Shores Village Council was held at
4:00 p.m. , September 25, 1973, at the Village Hall, with the following
Councilmen present:
Mayor James W. Condit
Dean R. Claus s en
Raymond L. Clement
Elwood Jones
Harry F. Smenner, Jr.
Absent: None
Neither the Village Manager nor the Village Attorney was present.
The meeting was opened with an invocation given by Councilman Jones.
Adoption of the budget was the first business at hand. The Village
Clerk read an ordinance adopting the 1973-74 budget and fixing the tax
millage at . 0079. Mr. Claussen moved adoption of the ordinance. The
motion was seconded by Mr. Jones. Mr. Clement stated that he could not
approve a $200, 000 budget for the Recreation Department and thought charges
should be made for these services. Mr. Smenner stated he was concerned
about the $30, 000 error in the Police budget which was reflected in the
cash carryover and the contingency fund. He also commented on the deficit
spending this year. Upon a 4/1 vote with Mr. Clement dissenting, ORDINANCE
NO. 373 was adopted, same being entitled:
AN ORDINANCE ADOPTING THE ANNUAL BUDGET
FOR THE FISCAL YEAR BEGINNING OCTOBER 1,
1973, AND FIXING THE 1973 TAX LEVY OF MIAMI
SHORES VILLAGE.
Mr. Howard McLaughlin commented on our lack of a purchasing system.

The Mayor brought up Mr. McIntyre's appointment. Mr. Claussen
moved that Mr. McIntyre be re-appointed as Village Manager through
March of 1975 to his normal retirement. The motion was seconded by Mr.
Jones and passed 3/2 with Mr. Clement and Mr. Smenner dissenting.
Mr. Austin Walsh, Swimming Pool Chairman, wanted to know if the
Country Club Association is to be perpetuated into the next year or whether
a Board of Governors is to take over. Mr. Claussen stated that Mr. Johnson,
Country Club Chairman, had been instructed to proceed with the rules of
having an election.
Councilman Jones brought up the proposal for paying Country Club
dues semi-annually and it was decided to take this up at the next meeting at
the Club.
Mr. Smenner wanted this Council to go on record, and moved, that
starting tomorrow Mr. McIntyre be instructed to work out a purchasing
control system for all depa.rtmentsof Miami Shores Village including the
Country Club. The motion was seconded by Mr. Jones and passed unanimously.
The Village Clerk was re-appointed by motion made by Mr.
Claussen, seconded by Mr. Smenner and passed.
The Village Attorney was re-appointed for another term by motion
made by Mr. Claussen, seconded by Mr. Jones and passed 4/1 with Mr.
Clement dissenting.
The Mayor asked the Council to meet on Thursday at 5:00 p.m. to go
over the police organization proposed by Chief Fletcher.
The meeting adjourned at 5:05 p. m.
