WORK SESSION
November 13, 1972
A work session was called by the Council for Monday, November
13, 1972, at 4:00 p. m. Because of Metro Court using the Council chamber
the meeting was moved to the Community Center. The following Council
members were present:
Mayor Elwood Jones
Dean R. Claussen
Raymond L. Clement
Mrs. Marjorie A. Dunn
Howard J. McLaughlin

The meeting was opened by Mayor Jones who explained that they
would skip the other items on the agenda and go right into the subject of the
Police Dept. Mr. Jones continued that there has been recent publicity about
our Department and that the Council is here to day to listen to the policemen,
to their Chief and to anything they might have to say.
Chief Thurman spoke first and stated that there are a number of
items in the Police Department that he inherited when he came to the department,
and that the new budget that we are working on now was already presented. He
stated there are a number of things they are going to ask for which would
seemingly be in his budget for the next year.
Lt. Fletcher stated that their first priority of requests was Civil
Service as set up by the Florida Statutes.
The second item was communications which was covered by Detective
Mike Zoovas.
The third priority was - benefits for the department which were

itemized by Patrolman Hughes as follows: (1) longevity pay, (2) insurance
coverage, medical payments for disabled employees, (3) not be dropped from
insurance when retired, (4) sick leave - accumulate to vacation or comp
time, (5) overtime - at rate of time and a half or comp time, (6) uniform
upkeep - set payment and uniform shoes, (7) training - no funds available for
training, tuition, supplies and travel expenses, (8) pension plan should be
revised, lower retirement age and lower vested rights, (9) undermanner because
four men were hired and only two were approved in the budget, (10) salaries
presently 9th and falling, the fire department is 10th.
Fireman Perez discussed the water service improvements needed,
the firemen's quarters, toilet facilities needed and shower. He also pointed
out that they need a bigger squad room as Metro Court takes up most of the
room. Perez also stated that the firemen should be paid on the same level as
the Police Department and that they want two more men whether or not they get
rescue service. He also thought they needed an officer in charge on each shift.
Mr. Roland Stafford, 299 N. E. 99th St. , stated that the wage scale
is not good in Miami Shores, that he thought they should have a good pension
plan and that we should have a first-class police department and support them
100%.
Mr. L. Cushman, 526 N. E. 97th Street, spoke about the insurance

plan authorized fhe State for municipal and state employees and thought they
should have job security through civil service.
Mr. Bill Byrd, President of the Chamber of Commerce, stated

that it was about time to pay for the service we are getting.
Mr. Jim Dunaway, 1100 N. E. 99th St. and Mr. Ken Stucker,
129 N. E. 109th Street, spoke in behalf of the Police Department. Mr. Art
Scherr, 9145 N. W. 1st Ave. , brought up the question of lower fire insurance
rates if we have better fire protection.
Dr. J. E. Williams spoke about the rescue unit and offered to
serve on the committee.
The meeting adjourned at 5:36 p. m.
