MIAMI SHORES VILLAGE COUNCIL
March 16, 1971
A regular meeting of the Miami Shores Village Council was held
at 4:00 o'clock p. m. , March 16, 1971, at the Village Hall, with the following
Councilmen present:
Mayor Don G. Nicholson
Dean R. Claussen
Raymond L. Clement
Elwood Jones
Absent: Edwin B. Cole
Mr. John W. McIntyre, Village Manager, and Mr. Thomas H.
Anderson, Village Attorney, were also present.
The meeting was opened by Mayor Nicholson and Rev. Harry E.
Vensel of the Advent Lutheran Church delivered the invocation.
Minutes of the last regular meeting were approved by motion
made by Mr. Claussen, seconded by Mr. Jones and carried.
Planning Board minutes.
A recommendation was made for approval of a 7 ft. privacy
wall in the east side yard of a home to be built by Wahl Snyder on parts of
Lots 5 and 6, Block 97, Miami Shores Sub. (530 Grand Concourse), to be con-
structed of CBS and located on the plot as outlined in red on the drawing sub-
mitted. After some discussion the Council postponed action until the next
meeting.
Mr. Jack Poffenbarger in regard to Biscayne Bay and Canal trash.
Mr. Jack Poffenbarger, 1351 N. E. 102nd Street, on behalf of

his neighbors and himself, petitioned the Council to pursue a crash program
on a means of eliminating the Bay pollution that collects along the bayfront
and in the canal abutting his property. Mr. Joe Robbie, 1301 N. E. 100th
Street, also suggested a program of controlling littering of the Bay. After
further discussion Mr. Claussen moved that the Village Manager call Fred
Maley of Bal Harbour to get the name of the engineer they have used for beach
erosing and also contact Mr. Denham of H. J. Ross Associates, for information
and costs. The motion was seconded by Mr. Jones and passed unanimously.
Ordinance adopting and enacting a new code of ordinances
for Miami Shores Village.
Mayor Nicholson reported that the Village Attorney is clarifying
Section 6. of this ordinance. Upon motion made by Mr. Claussen, seconded
by Mr. Clement and carried action was tabled until the next meeting.
Report to the Board of Trustees of the State Internal Improve-
ment Trust Fund.
As required by law a report was requested, to be filed before
January 1, 1973, on the amount of land in this municipality that should be
included in the State Wilderness System. The Council instructed the Manager
to report that we have no land in this category by motion made by Mr. Jones,
seconded by Mr. Claussen and carried.
Permission for the Village Manager to attend the Florida City
Managers Association annual conference at St. Augustine,
April 25-27, 1971.
Mr. McIntyre was authorized to attend this conference upon
motion made by Mr. Claussen, seconded by Mr. Clement and carried.

Bills.
After a review of the current bills they were approved by
motion made by Mr. Clement, seconded by Mr. Jones and passed.
Dade County League of Municipalities meeting, Wednesday,
March 24th, at the Miami Springs Villas.
No reservations were requested.
Unfinished Business:
(a) Bay drift study - Mr. Claussen moved that the Council
cancel any agreement or contract with Mr. Michel, the marine
engineer. Motion was seconded by Mr. Jones and carried.
Mayor Nicholson brought up the request he had had for cooper-
ation in promoting the week of March 14th as "March for Florida Kidney Founda-
tion Week" and asked the Council for authority to sign a resolution similar to
the one forwarded by North Bay Village . Upon motion made by Mr. Claussen
and seconded by Mr. Jones, RESOLUTION NO. 519 was unanimously passed,
same being entitled:
A RESOLUTION DECLARING "MARCH FOR FLORIDA
KIDNEY FOUNDATION WEEK" IN MIAMI SHORES
VILLAGE, COMMENCING SUNDAY, MARCH 14, 1971
Mayor Nicholson also brought up the Miami Springs resolution
in support of Senator Guerney's legislative bill which will recognize and
make legal neighborhood schools in the traditional sense. Mr. Claussen
moved that the Mayor be authorized to prepare an appropriate resolution on
this subject. The motion was seconded by Mr. Jones and carried. It was

also requested that the citizens be advised of this by the Village Bulletin.
