MIAMI SHORES VILLAGE COUNCIL
December 1, 1970
A regular meeting of the Miami Shores Village Council was held
at 4:00 o'clock P. m. , December 1, 1970, at the Village Hall, with the follow-
ing Councilmen present:
Mayor Don G. Nicholson
Dean R. Claussen
Raymond L. Clement
Elwood Jones
Absent: Edwin B. Cole
Mr. John W. McIntyre, Village Manager, and Mr. Thomas H.
Anderson, Village Attorney, were also present.
The meeting was opened by Mayor Nicholson and Father Clifford
Horvath of the Church of the Resurrection gave the invocation.
Minutes of the meeting of November 17, 1970, were approved as
written by motion made by Mr. Jones, seconded by Mr. Clement and passed.
Chamber of Commerce request to cover parking meters from
Nov. 27 to Jan. 1, 1971.
Mr. Clement moved that the Council follow the usual procedure and
approve this request. Motion was seconded by Mr. Jones and passed.
Approval for participation in the Chamber of Commerce home
lighting contest.
Mr. Jones moved that an expenditure of $85. 00 or less be approved
for the lighting contest. Motion was seconded by Mayor Nicholson and carried.
Ordinance amending zoning ordinance to permit canopy signs
in B-2 Districts and identification signs on the rear of buildings
in B=1 and B-2 Districts,
After changing the wording of the regulation covering the identification

signs for the rear of buildings Mr. Claussen moved the adoption of the
ordinance. Motion was seconded by Mr. Clement and ORDINANCE NO. 354
was unanimously passed, same being entitled:
AN ORDINANCE AMENDING SECTION
504 OF THE ZONING ORDINANCE NO. 270
IN REGARD TO SIGNS.
Mayor Nicholson brought up a new subject concerning complimentary
memberships at the Country Club. Mr. Nicholson stated that the Council has
never in the past adopted a policy on these memberships and asked the Council
to go on record as authorizing the Manager to administer these golf and pool
memberships and to extend for the coming calendar year 1971 such member-
ships to:
Members of the Council, Planning Board
Village Manager
Village Attorney
Former Manager C. L. McCall
Former Chief S. A. Senneff
Former Golf Pro J. MacLaughlin
Ministers of the Miami Shores churches
Former Councilmen James Dixon and Richard Lund
Jack Kofoed
Thomas O'Malley
Claude Pepper
Manager, City of Miami
Director of Crime Commission
Agent in Charge FBI
City Manager of North Miami
Mr. Claussen moved that the Council authorize the Manager to
administer these complimentary memberships for the year 1971. Motion was
seconded by Mr. Jones and passed unanimously.
Mayor Nicholson reported that the Recreation Center Building
Committee recommends that a landscape architect be employed to furnish a
basic landscaping plan for the Community Center at an estimated cost of $150. 00

for the plan with the proposal that the expense of the plan and the landscap-
ing be taken from the landscape budget. Mr. Claussen moved that the Council
approve the request for a landscape design for the Community Center and that
this expense be taken from the landscape budget at an estimated design fee not
to exceed $350. 00. The motion was seconded by Mayor Nicholson and passed.
It was suggested that the garden clubs be contacted to see if they are interested
in assisting with the landscaping.
Unfinished Business:
(a) Sign for the McIntosh office building - 581 N. E. 91st Street.
Mr. Don McIntosh presented a new plan for a sign to be erected
on the southeast corner of his building, on the ground. Mr.. Claussen
moved that the sign and location be approved as presented subject to
a more detailed sketch with plot plan being submitted to the Planning
Board. Motion was seconded by Mr. Jones and passed.
(b) Bay drift study - Mayor Nicholson stated he had talked with
Mr. Michel, the marine engineer, who reported that he has put out
three sets of drift studies and is about ready to write a report on his
findings.
(c) Air conditioning in the men's locker room - no report.
(d) Request for taxi rate increase - Pending action by the City
of Miami.
(e) Ordinance clarifying utility tax on fuel oil - An amendment to
the ordinance taxing fuel oil was prepared to effect exemption of power
fuel. The Village Attorney was asked to look into the Court case

pending on taxing fuel oil before any action is taken.
Mr. Claussen reported on the proposal to dig a drainage lake on the
golf course and stated that he didn't think it would be necessary to employ an
engineer and that the Council should appoint a committee of Glen Byrd, Mike
Barger, Bill Bradford, Seals Oxford, Mac Moore and the chairman of the Greens
Committee to work on preliminary planning of location of the lakes and drain-
age with work to begin in the spring, and make a recommendation to the Council.
Mr. Clement was of the opinion that an engineer should be employed as it was
too important a job to go ahead without one. Mr. Claussen moved that Mr.
McIntyre be instructed to discuss with Mr. J. O. Denham a fee that he will
probably charge to make the necessary recommendation for drainage lakes to
take care of 12, 14, 15 and 16 fairways, along with the appointment of the
committee as named to review this project. In seconding the motion Mr. Clemen
asked that Mr. O. W. Collins be added to the committee. The motion was then
passed unanimously.
