09-25-1967 Public Hearing PUBLIC HEARING ON PROPOSED BUDGET - 1967-68 MIAMI SHORES VILLAGE COUNCIL September 25, 1967 The Miami Shores Village Council held a public hearing at the Miami Shores Country Club on September 25, 1967, at 8:00 P. M. , for the purpose of reviewing the proposed budget for the fiscal year beginning October 1, 1967. The following Councilmen were present: Mayor Edwin B. Cole Raymond L. Clement Dean R. Claussen Richard M. Lund James A. Dixon, Jr. Mayor Cole opened the meeting and greeted all those present. There were approximately 150 in attendance. An invocation was given by Councilman Clement. Mayor Cole began his presentation by explaining the various types of city government and went into details of the Council-manager form of government which is the kind we have in Miami Shores. He stated that we operate under a charter which tells us what to do and how to operate. The Mayor went into the procedure of the Council reviewing the budget submitted by the Manager and how the Council had pared it down by over $40, 000. 00. The utility tax was next discussed. In answer to some inquiries Mr. Cole explained that no public hearing was necessary for the Council to put this tax into effect. The Mayor reviewed the reasons why this tax was necessary: the need for building up the cash reserve, the increased cost of operation, the salary increases, the recently enacted State law 9/25/67 -2- which will reduce personal property taxes in the corning years and the increased cost of garbage disposal. Mr. Cole explained the reasons why we did not increase ad valorem taxes instead of imposing a utility tax. To clear up a misunder- standing, he stated that the improvements at the Country Club are paid for through dues and fees at the Club and that no part of the revenues or taxes of the Village are used for this purpose. The Mayor explained why the garbage fees are being increased. Mr. Cole then reviewed the expenditures appropriated for the individual departments listed in the budget and answered written complaints registered by the Miami Shores Taxpayers League concerning certain items in the budget.
