MIAMI SHORES VILLAGE COUNCIL
September 12, 1966
The Miami Shores Village Council held a public hearing at the
Miami Shores Country Club on September 12, 1966, at 8:00 P. M. , for the
purpose of reviewing the proposed budget for the fiscal year beginning
October 1, 1966. The following Councilmen were present:
Mayor Dean R. Claussen
Richard M. Lund.
Elwood Jones
Raymond L. Clement
James A. Dixon, Jr.
The meeting was opened. by Mayor Claussen who welcomed those
in attendance numbering around 275 Villagers. Mr. Claussen then intro-
duced the Council, the Village Manager and all the department heads present.
Mayor Claussen explained the new system of assessing and
collecting taxes which beginning this year will be done by the County. He
explained that by law our m.illage rate must be reduced. in proportion to the
increased assessments and how this will affect certain homes, that the taxes
on some of the smaller homes may be increased with corresponding decreases
on the larger homes.
In reviewing the items of expenditure Mr. Claussen discussed the
comprehensive planning report for the Village. Mr. Claussen pointed out
the reasons why it was felt to be important and necessary to the future progress
and advancement of the Village.
Mr. Hal Ball, 311 N. E. 103rd Street, stated he had been asked
by the Taxpayers League to read a statement voicing objection to the sanitary

sewer plans and, the comprehensive planning study.
Dr. Robert S. Tolmach, 1343 N. E. 104th St. , asked if Metro
is forcing the sewers on us or is the Village proposing them.
One of the residents on 91st Terrace complained about the street
being re-surfaced without provision for drainage.
Mrs. Paul O'Neill, 1260 N. E. 97th St. , wanted to vote for a more
substantial increase for the Police Dept.
Dr. Tolmach asked about a civil service system for the Police
Department.
Mr. Robert Fremont, 10550 N. E. 2nd Pl., thought the Police
should have a higher raise.
One of the Villagers asked about re-paving 10th Avenue from
96th St. south to the Village limits.
A. complaint was voiced about the flooding at the intersection of
87th Street and Biscayne Blvd. Mayor Claussen stated this corner was in
the City of Miami.
Mr. William Pierce, President of the Chamber of Commerce, spoke
about the many requests made by the Villagers for proper drainage and asked
for an increase to the $10, 000 budgeted item for street drainage.
In discussing the Country Club budget Mayor Claussen stated that
the Council proposed to increase the fee for the I. D. cards. One of the
Villagers complained about the many people who use the Club without ever
paying for an I. D. card.
Mr. Joe Krebbs, 55 N. W. 102nd St. , asked about the operation of

of the Pro Shop and if they carried adequate liability insurance.
Mr. Frank Holt, 94 N. E. 99th St. , asked about the club auditing
fee which is higher than the Village auditing fee. Mayor Claussen explained
that the auditing firm does a monthly audit and inventory of the Club in addition
to the yearly audit.
Mr. Leonard. Usina, President of Peoples National Bank, compli-
mented those who turned out at this meeting which he stated. is indicative of
the highest degree of citizenship, and he complimented the Mayor and the Council
on the presentation of the budget.
Mrs. Paul O'Neill asked the Council to consider holding one Council
meeting a month in the evening.
Mr. Dudley Cawthon, 60 N. E. 104th St. , complimented the Council
on its planning and policies and added that he was in favor of the Administrative
Assistant proposed in the budget.
Mr. Erwin Stern, 1000 N. E. 96th St. , complimented the Council
on being able to balance the budget and have money left over at the end of the
year.
