REGULAR MEETING
MIAMI SHORES VILLAGE COUNCIL
February 1, 1966
A regular meeting of the Miami Shores Village Council was held
at 4:00 o'clock P. M. , February 1, 1966, at the Village Hall with the follow-
ing Councilmen present:
Mayor Dean R. Claus sen
Richard M. Lund
Raymond L. Clement
Elwood Jones
James A. Dixon, Jr.
Absent: None
Mr. Thomas H. Anderson, Village Attorney, was also present.
The meeting was opened by Mayor Claussen and the invocation given
by Reverend Ben Varner of the Advent Lutheran Church.
In regard to the minutes of the meeting of January 18th, Mr. Clement
asked that paragraph two on Page Z. regarding the Baptist Church parking lot
be deleted inasmuch as the Council did not take action on this item. Mr. Dixon
moved that this paragraph be deleted from the minutes. Motion was seconded
by Mr. Clement and passed unanimously. Mr. Clement then moved that the
minutes be accepted as amended. Motion was seconded by Mr. Jones and
passed unanimously.
A new service contract for the air conditioning on the Village Hall
was presented, with the option of pre-paying the year's fee at a discount or
paying it monthly. Mr. Jones moved that we approve this contract, payable
at $25. 00 a month. Motion was seconded by Mr. Clement and passed unan-
imously.

After a review of the current bills Mr. Clement moved that they be
approved. Motion was seconded by Mr. Dixon and passed unanimously.
Mrs. Helen Everngam, a former resident of Miami Shores, petitioned
the Council for a Country Club identification card so that she could continue
to use the club facilities although she does not now live in the Shores. Mayor
Claussen stated that the Council would review this request and that she should
contact the Village Manager at a later date for an answer.
The Village Manager reported on his trip to Atlanta and the informa-
tion he had secured concerning Federal funds that are available to municipalities.

Mr. McCall stated that money could be secured for planning and construction 0

of a sewer system, for purchasing land for open space use, for a beautification

program and for recreational facilities. Further, Mr. McCall suggested that o

the Council ask Mr. Reginald Walters of the Planning Department of Dade ..
County, to explain the proposed County-wide planning development. Some
members of the Council voiced objections to the idea of applying for Federal
assistance. After further discussion Mr. Lund moved that we direct Mr. McCall
to have Mr. Walters arrange to meet with the Council. Motion was seconded
by Mr. Jones and passed 4/1 with Mr. Clement dissenting.
UNFINISHED BUSINESS:
(a) Country Club improvements - the Village Manager recommended
that the Council authorize preparation of plans for the front entrance.
After discussion Mr. Lund moved that the Council authorize the
Village Manager to contact Mr. Shuflin to start drawings for the
cover of the front entrance and the adjacent driveway and that these

plans be submitted in sufficient time so that bids can be let
by April 1, 1966. Motion was seconded by Mr. Dixon and
passed unanimously.
(g) Landscape equipment building at Barry College - After
discussion Mr. Lund moved that we defer action on it at this time
and instruct the City Manager to contact the College and
neighbors and see if he can arrange for a meeting between
the two to arrive at a more desirable location and instruct the
Village Attorney to prepare an opinion on our jurisdiction in
the matter for the next meeting. Motion was seconded by
Mr. Dixon and passed unanimously.
(b) Veterans' monument - to be handled later.
(c) Survey of possibility of installing street lights in the alleys -
Upon receipt of a report from the Chief of Police the Council
decided to table this suggestion. Mr. Jones moved that the
item be deleted from the agenda. Motion was seconded by
Mr. Clement and passed unanimously.
(d) Drainage of 103rd St. east of 13th Ave. - Mr. Lund reported
that Mr. Guernsey is waiting for the Village to go ahead. Mr.
Jones moved that this be removed from the agenda. Motion
was seconded by Mr. Dixon and passed unanimously.
(e) Community House improvements - no report.
(f) Sanitary sewer survey in areas near the bay - no report.
(h) Proposed town house development - Mayor Claussen stated

that based on the Village Attorney's letter we should advise
Mr. Hoefle that this would require a zoning change. Mr. Dixon
stated that the Council would have to amend the zoning ordinance
and he moved that this be removed from the agenda and that we
subsequently consider whether or not we want to amend our
ordinance to provide for this type of dwelling. Motion was seconded
by Mr. Jones and passed unanimously.
(i ) Improvement of park property on N. E. 2nd Ave. between
93rd and 94th Streets - Mr. Dixon asked the Village Manager to
report, at his earliest convenience regarding cost estimates to
improve and maintain the area.
The meeting adjourned at 5:16 P. M.

Report of Village Manager dated February 1, 1966:
On January 27, 1966 I visited various regional offices of the Federal
assistance programs located in the Peach Tree 7th Building in Atlanta.
If Miami Shores Village is to participate in any of these urban assist-
ance programs the first step is to undertake what is known as the 701 Program
or a program which provides two-thirds of the cost to assist in comprehensive
urban development planning in small communities. Eligible activities include
preparation of comprehensive development plans, development of capital im-
provement programs, coordination of development planning, coordination of
governmental urban planning activities and preparation of regulatory and ad-
ministrative measures, namely general plans, zoning ordinances, etc.
Applications for assistance in the 701 Program are made to the Florida
Planning Commission at Tallahassee (Mr. Wayne Lynch, Florida Development
Commission Office, Tallahassee).
For a full description of this program and activity we could invite
Mr. Reginald Walters of the Dade County Planning Department to come out
and talk to you in the near future.
Miami Shores Village is eligible to apply for and receive a loan for
engineering plans for a complete or partial sewer system for the Village,
including discharge connections to North Miami or Miami.
This loan would be without interest charge and would be repaid when
the project is constructed. Of course, it would be understood that the loan
would not be taken unless we intended to go through with the project. We would
be eligible to receive 5010 of the cost of the complete system and the Community
Facilities Administration will loan the other 50% at 4% interest upon issuance
of revenue certificates or revenue bonds which would be payable from sewer
rentals and water surcharges.
We would be eligible to receive funds for the purchase and develop-
ment of open space land on a 50/50 basis. Funds are available to be used for
improving this land with basic recreational facilities and equipment for a long-
term usefulness, including swings and Jungle Jims, tennis, handball, basket-
ball courts, baseball, soccer and football fields, and equipment for use by
particular age groups such as the elderly.
In the case of the 5-1/4 acres north of the Country Club some space
would have to be set, aside at the south end for parking which sometimes might
be used by golfers. The land could not be used for major recreational facil-
ities such as gymnasiums, ligld houses, stadiums, swimming pools, golf
courses, etc, Probably the only other piece of land that might be considered
in such a program is along the west side of the Railroad south of 91 st Street.
We are eligible to receive funds for an urban beautification improve-
ment program. Beautification activities must be undertaken as a part of an

officially adopted beautification program for the city, setting forth planned
activities for the next three to five years and indicating the importance of
these activities to the city's comprehensive planned development.
I haven't delved very far into funds for public facilities buildings
such as a new ,youth center. At this point it looks as if there are a good
many ramifications that might not fit this community. However, the compre-
hensive planning survey would clarify this matter.
I learned that practically every city in Dade County and almost
every city of any consequence in the Southeast has had representatives in
these regional offices during the last couple of months either making applica-
tions or checking possibilities, as I was, and it is recommended that we
proceed to take the necessary steps to obtain some of this assistance.
