MIAMI SHORES VILLAGE COUNCIL
May 4, 1965
A regular meeting of the Miami Shores Village Council was held
at 4:00 o'clock P.M,-, May 4, 1965, at the Village Hall, with the following
Councilmen present:
Mayor Dean R. Claussen
Ray L. Clement
Elwood Jones
James A. Dixon, Jr.
Absent: Richard M. -Lund
Mr. Thomas H. Anderson, Village Attorney, was also present.
The meeting was opened by Mayor Claussen and the invocation
given by Dr. Lee A. Lindsley of the Miami Shores Community Church.
Minutes of the last meeting were approved by motion made by
Mr. Clement, seconded by Mr. Dixon and passed unanimously.
A proposed resolution was read by the Village Manager approving
the use of Blocks 19 and 20, E1 Portal Subdivision, for a private elementary
school. Upon motion made by Mr. Jones and seconded by Mr. Clement,
RESOLUTION NO. 444 was unanimously passed and adopted.
Mr. Clyde Coyner was present in regard to the sale of Lot 24,
Block 46, to Mr. Dan Schmidt and his subsequent request for permit to build
on this lot. Mr.--Schmidt's request for permit was denied by the Planning
Board and tabled for two weeks by the Council. Mr. Coyner pointed out to
the Council that the lot and adjoining home previously owned by his mother,
were and are still in separate ownership. The home which is at 349 N. E. 93rd

Street has already been sold, leaving the vacant 50 ft. next to Mr. Robert
Walker's residence of 200 ft. Mayor Claussen stated that if Mr. Walker's
property is sold at some future time more undersized lots may be created
next to this vacant 50 ft. Mr. Jones moved that the Council uphold the action
of the Planning Board. Motion was seconded by Mr. Clement. Mr. Dixon
thought it would be setting a bad precedent to approve a permit in this
instance knowing that the basis for buying the parcel of land was to get a
50 ft. lot to build on. After some discussion Mr. Jones stated he would LO

withdraw his motion if they will take it back to the Planning Board for further I

consideration. However, this was not agreeable to the petitioners, so a

vote was called on the motion which passed 3/1 with Mayor Claussen declining

to vote.
After a.review of the current bills, Mr. Clement moved that they
be approved. Motion was seconded by Mr. Dixon and passed unanimously.
Unfinished business: (a) Adult Recreation Center - no report.
(b) Employee Civil Service proposal - the Village Manager stated
that we are waiting for some County personnel to be made available
to make a proposal for a survey of our personnel records as a
step to consideration of establishing a new personnel system for
Miami Shores. Mayor Claussen reviewed the meeting held with
Mr. Tyler, County Personnel Director. Both Mr. Clement and
Mr. Dixon felt the merits of a civil service system should be
discussed further before any agreements are made with County
personnel.

Unfinished business (contd. )
(c) Engineering survey of standing water on 98th St. - the Village
Manager stated that he had re-ordered a survey from the engineer.
(d) Moving the American Legion monument - since the cost of
moving it is too high, the Village Manager has attempted to contact
the Legion regarding demolishing this monument and constructing
a new one somewhere else. This will be carried out.
Mr. Jones asked that the Village Manager write to the Alamo
Caterers in appreciation of their recent coffee given in the interest of civic
affairs and then moved that this be done. Motion was seconded by Mr. Dixon
and passed unanimously.
Mr. Jones asked if arrangements can be made to speak to department
heads before the budget is finalized. After some discussion it was agreed to
talk with the department heads as their budget is discussed.
The Village Manager had a recent request for consideration of town
houses for the apartment property on N. E. 105th St. east_ of Biscayne Blvd.
The Council made no comment. The attorney stated the zoning ordinance
would have to be amended for this type of use.
The meeting adjourned at 4:55 P.M.
