REGULAR MEETING
MIAMI SHORES VILLAGE COUNCIL
December 1, 1959
A regular meeting of the Miami Shores Village Council was held
at 4:00 o'clock P. M. , December 1, 1959, at the Village Hall, with the
following Councilmen present:
Spencer W. Rudnick
Michael J. Franco
John F. Saxon
Joseph H. Walker
Absent: Dean R. Claussen, Mayor
Mr. Thomas H. Anderson, Village Attorney, was also present.
Mr. Franco moved that Mr. Saxon take the chair in the absence of
Mayor Claussen. Motion was seconded by Mr. Rudnick and passed unanimously.
Minutes of the last meeting were approved as written upon motion
made by Mr.. Rudnick, seconded by Mr. Franco and passed unanimously.
Dr. Keiser, a member of the Library Board, along with Mrs.
Meador, President of the Board and Mrs. Shingledecker, Secretary, were
present to petition the Council for financial assistance in constructing an
addition to the Library for reference books. Three bids had been secured
to get an estimate of the cost of the proposed construction. In discussing
this plan Mr. Walker felt that we may be considering too little, that the
future expansion of the Library should be considered, as well as, air con-
ditioning and heating. Mr. Franco moved that a committee be appointed con-
sisting of Mr. Claussen, Mr. Walker, Mr. McCall and the Library Board to
consider air conditioning and heating in conjunction with the proposed addition.

Motion was seconded by Mr. Rudnick and passed unanimously. Mr. Walker
then moved that the bids be returned unopened. Motion was seconded by Mr.
Franco and passed unanimously.
The Village Manager reported that the developers of the Mirror
Lake Subdivision had posted a bond many years ago guaranteeing completion
of sidewalks. Inasmuch as this was never fulfilled the bonding company has
agreed to pay the cost of the work. The following bids were opened:

WARD PAVING CO. 47� sq. ft. or 531.00
MARKS BROS. PAVING CO. 400. 00

Mr. Franco moved that the Village Manager analyze the bids and
write to the surety company informing them of the bids and telling them it is
our intention to accept the lowest bid and award the contract at our regular
Council meeting to be held Dec. 15th unless we hear from them to the contrary.
Motion was seconded by Mr. Rudnick and passed unanimously.
A proposal was made to waive the parking meter fees during the
Christmas shopping period. Mr. Franco moved that the Council continue the
custom on a date to be decided by the Village Manager on consultation with the
Chamber of Commerce. Motion was seconded by Mr. Rudnick and passed
unanimously.
In 1951 Mr. Bedford Price constructed a home at 920 N. E. 100th St.
The house, under our formula, contained 28, 919 cubic feet. In transferring
the tax data, the clerk in the Building Dept. made out the certificate to contain
58, 919 cu. ft. , thereby causing Mr. Price's home to be over-assessed
30, 000 cu. ft. , or $15, 000 valuation. This valuation has remained on his

property and he has paid the tax bills each year until last month when
Mrs. Price came in to inquire about their assessment. The error was
immediately discovered and corrected for 1959. .However, there are seven
years that need adjusting. We find that during that period Mr. Price paid
$1, 065. 55 more than he should have been required to pay and it is recommended
that the Council authorize a refund in said amount to be paid from the con-
tingent fund. Mr. Rudnick moved that the refund be paid to Mr. Price. Motion
was seconded by Mr. Franco and passed unanimously.
After a review of the current bills, Mr. Franco moved that they
be approved. Motion was seconded by Mr. Rudnick and passed unanimously.
Mrs. Lang again asked about the Pickin' Chicken property and the
Village Attorney stated he had written to the owner but had received no answer.
Mr. Anderson stated we can try him for maintaining a nuisance or bring an
injunction suit to have this place cleaned up. Mr. Walker moved that we add
this to our next agenda and that the City Manager make a report to the Council
with a recommendation as to this problem. Motion was seconded by Mr. Franco
and passed unanimously. Mr. Anderson suggested that the Village Manager
write to Mr. Watson that the Council is contemplating some legal action and
if he wishes to explain his position he should attend the next Council meeting.
The Village Manager reported that the car inspection revenue as of
the end of November is only $251.00 short of the budget estimate as of this
period.
The Council gave the Village Manager approval to get an estimate
on the cost of having a pay plan and job analysis done on the Village employees

as proposed by Mr. Walker's resolution of last August.
The meeting adjourned at 4:55 P. M.
