09-17-1957 Regular Meeting 65 REGULAR MEETING MIAMI SHORES VILLAGE COUNCIL September 17, 1957 A regular meeting of the Miami Shores Village Council was held at 4:00 o'clock P. M,. , September 17, 1957, at the Village Hall, with the following Councilmen present: Mayor Charles D. Bailey John F. Saxon Michael J. Franco Dean R. Claussen Spencer W. Rudnick Absent: None Mr. Thomas H. Anderson, Village Attorney, was also present. Upon motion made by Mr. Franco, seconded by Mr. Rudnick and passed unanimously, minutes of the last regular meeting were approved as written. A proposed new occupational license ordinance was reviewed and upon motion made by Mr. Saxon and seconded by Mr. Franco, ORDINANCE NO. 281 was unanimously passed and adopted, same being entitled: AN ORDINANCE TO BE KNOWN AS THE OCCUPATIONAL LICENSE ORDINANCE OF MIAMI SHORES VILLAGE; GIVING DEFINITIONS OF CERTAIN TERMS; ADOPTING LAWS, RULES AND REGULATIONS CONNECTED WITH, INCIDENT TO AND GOVERNING OCCUPATIONAL LICENSES; FIXING LICENSE FEES FOR VARIOUS BUSINESSES, OCCUPATIONS AND PROFESSIONS; FIXING LICENSE FEES FOR BUSINESSES, OCCUPATION'S AND PROFESSIONS NOT SPECIFICALLY COVERED; REPEALING ALL ORDINANCES OR PARTS OF ORDIN- ANCES IN CONFLICT WITH THIS ORDINANCE. The Dade County League of Municipalities O dues for this year set 66 9/17/57 -Z- at- 100 per capita based on the 1955 census were discussed. At this rate the Village dues would be $783. 90. Mr. Claussen reported that the principal expense will be in campaigning to get petitions signed on the proposed Dade County charter amendment and that it was not the intention of the League Committee to file any law suits against the charter. Mr. Franco moved that we approve the dues of the Dade County League at 100 per capita. Motion was seconded by Mr. Claussen and passed unanimously. A request had been made by the Chamber of Commerce for new street lights in the business section along 2nd Avenue. The Village Manager reported that we now have 25 lights in this area at $51. 29 each, making a total yearly burning cost of $1281. The new plan calls for 3.6 lights and an increase of lumens from 4, 000 to 20, 000 per light. The estimated cost of installing these lights is $550. 00 each or $19, 800, with a yearly burning cost of $2103. By installing only 18 lights it would be just half this cost. After some discussion concerning a beautification plan for N. E. 2nd Avenue with landscaping as well as lights, Mr. Rudnick moved that the Village Manager be instructed to prepare specifications to be put out for bids for a lighting system of 18 lights from 94th Street to 100th Street. Motion was seconded by Mr. Saxon and passed unanimously. Action was deferred on the Planning Board minutes until the next meeting. After a review of the bills, Mr. Saxon moved that they be .approved. Motion was seconded by Mr. Claussen and passed unanimously. The Village Manager was instructed to attend the International City 6'7 -3- 9/17/57 Managers' Conference in Washington, D. C. in October by motion made by Mr. Claussen, seconded by Mr. Rudnick and passed unanimously. The problem of increasing airplane noise was brought up by Mr. Rudnick. In the discussion that followed the Village Manager suggested that the Council appoint a committee to look into this. Mr. Rudnick then moved that the Council approve the Village Manager's suggestion and appoint Gen. Robilla.rd, Col. Burke and Gen. Baird to call on the C. A.A. Motion was seconded by Mr. Saxon and passed unanimously. Mayor Bailey brought up the subject of our police protection in view of the recent number of break-in's and asked the Village Manager to make a survey of the Police Department operations.
