REGULAR MEETING
MIAMI SHORES VILLAGE COUNCIL
August 20, 1957
A regular meeting of the Miami Shores Village Council was held
at 4:00 o'clock P.M. , August 20, 1957, at the Village Hall, with the following
Councilmen present:
Mayor Charles D. Bailey
John F. Saxon.
Spencer W. Rudnick
Absent: Dean R. Claussen
Michael J. Franco
Mr. Herbert Nadeau attended in the absence of Mr. Anderson,
Village Attorney.
Mr. Saxon moved that the minutes of the last regular meeting be
approved with a correction to show his dissenting vote on the last item of the
minutes. The motion was seconded by Mr. Rudnick and passed unanimously.
Concerning the Bessemer Properties' petition for change of zone
on Biscayne Blvd. , Mr. Saxon moved that the recommendation of the Planning
Board be affirmed and petition denied. Mr. Rudnick seconded the motion
and it was passed unanimously.
Mr. John Travis of 190 N. W. 102nd St. , appeared before the
Council to ask that an amendment be passed to the dog ordinance restricting
the number of dogs a person may keep to one or two instead of three as is
presently allowed. Mr. Travis stated his neighbors have three dogs which
are kept indoors and cause a great nuisance by constant barking. The Council
was advised by Mx". Nadeau that the legality of limiting the number of dogs a

person may own is questionable. The Council took no action but asked Mr.
Travis to attempt to work this out with the neighbor.
In regard to the beautification of the N. E. 2nd Ave. business
section, the Village Manager reported that Mr. Hale has recommended the
use of Eureka Palms and that they can be secured at $20. 00 a piece. Mr.
Saxon thought we should have an overall beautification plan of the Village
before going ahead with this section. However, it was pointed that this is
a part of the plan and the Village Manager was requested to present a sketch
of the location of the trees for 2nd Avenue within the next month.
Bids .on the purchase of a pick-up truck for the Golf Course were
opened as follows:
TROPICAL CHEVROLET $1394. 50
DON ALLEN CHEVROLET 1309. 00
Mr. Saxon moved that the Village Manager analyze bids on the
pick-up truck and award to low bidder, all things being equal. Motion was
seconded by Mr. Rudnick and passed unanimously.
Mr. Rudnick asked for consideration of a finger print ordinance,
criminal registration and the licensing of yardmen. After discussion, the
Village Attorney was requested to prepare an ordinance for consideration at
the next meeting to cover registration and finger printing of yardmen and
domestic help.
The Village Manager made an oral report on the hearings before
the County Commission on the proposed new Metropolitan ordinances with
particular regard to the ones on Public Works and Public Safety. These

ordinances, he stated, were passed as written without regard to suggested
changes made by the Dade League of Municipalities and protests of other groups.
Mr. Rudnick moved that since the County Commission seems to
be willing to pass anything that comes before them and pending the outcome
of court suits taken up by the League of Municipalities, that the Council
authorize our Village Manager to ignore any and all of the ordinances passed
by the County Commission. The motion died for lack of a second.
