MIAMI SHORES VILLAGE COUNCIL.
July 17, 1956
A regular meeting of the Miami Shores Village Council was
held at 4:00 o'clock P. M. , July 17, 1956, at the Village Hall, with the follow-
ing Councilmen present:
Michael J: Franco
M. E. Reynolds
S. D. Phillips,. Jr.
Absent: Mayor Dean R. Claussen
William E. Carpenter
Mr. Thomas H. Anderson, Village Attorney, was also present.
Minutes of the last regular meeting were adopted.as written by
motion made by Mr. Reynolds, seconded by Mr. Phillips and passed unan-
imously.
Mr. Russell Edwards again appeared to discuss the signing of a
30-year franchise with his company for garbage disposal. The Council
expressed interest in the possibility of locating this plant on some of the Village
nursery land. Mr. Edwards stated the plant will occupy one acre and that
they would need between five and six acres in all. In regard to the zoning for
such a project, the Village Attorney advised that the Council should take action
now and bring it before the Zoning Board as soon as possible. Mr. Phillips
thought we should enter into some sort of agreement with Mr. Edwards
predicated on the basis of getting the land re-zoned. Mr. Reynolds moved
that the Village Manager be instructed to obtain an appraisal for a. 30 yr. lease
or sale of five acres on the north edge of the Village property at 17th Ave. and
N. W. 103rd St. for the purpose of erecting a garbage composting plant. Mr.

Phillips seconded the motion and it was passed unanimously.
Another request was made that Miami Shores adopt the State
Sanitary Code. After some discussion the Council requested a.report and
recommendation from-our Building Department for further consideration.
Appointment of Planning Board members and Village judges was
deferred until a full Council is present.
Concerning the unfinished business of an insurance survey, the
Village Manager reported that tm have adjusted our coverage to comply with
practically all the recommendations made, with the exception of a new type
3-D coverage for the bonding of employees and Manager which will be studied
further with our insurance agent.
Further discussion took place on the offer made by Mr. Guy
Hickman to sell the Village his Boulevard frontage property. Since the Village
has no public need for this land and since the Village Attorney advised that
we cannot legally buy land for sale as residential homes, the Council
unanimously agreed to decline the proposition.
Following the Equalization Board meeting of Thursday, July 26,
the Council will discuss the garbage disposal plan and following the Equalization
Board meeting .of Friday, July 27, there will be a discussion of the Pension
plan.
The meeting adjourned at 5:25 P.M.
