07-03-1956 Regular Meeting g5.. REGULAR MEETING MIAMI SHORES VILLAGE COUNCIL July 3, 1956 A regular meeting of the Miami Shores Village Council was held at 4:00 o'clock P. M. , July 3, 1956, at the Village Hall, with the follow- ing Councilmen present: Mayor Dean R. Clausseu Michael J. Franco. M. E. Reynolds William E. Carpenter Absent: S. D. Phillips, Jr. Mr. Thomas H. Anderson, Village Attorney, was also present. Minutes of the last regular meeting were adopted as written by motion made by Mr. Franco, seconded by Mr. Reynolds and passed unanimously. The Library Board presented their 8th Annual Report which was reviewed by Miss O'Connell, librarian. The Council accepted this report with thanks and appreciation to the Board for the excellent work they are doing. Mrs. Shingledecker, member of the Board, commended the librarian on the fine operation of the library. In a letter to the Council, the Library Board recommended the appointment of Mrs. W. H. Walker, Jr. to the Board which was unanimously approved upon motion made by Mr. Reynolds and seconded by Mr. Franco. The Village Manager read the list of bids on the purchase of three new Police cars which indicated Tutan Motors as low bidder. Mr. Franco moved we accept the low bid. Motion was seconded by Mr. Reynolds and passed unanimously. The Village Manager presented proposals on the purchase of a Bfi 1 1 1 7/3/56 station wagon for the Park Superintendent and a new car for the Village Manager. Mr. Reynolds moved that the Village Manager be instructed to compute the bids on the station wagon and acdept the low bid, providing it is a 4-door and an 8-cylinder engine. Mr. Franco seconded the motion and it was passed unanimously. Mr. Reynolds then moved that the Village Manager be instructed to place an order for the Dodge V-8 Coronet Sedan. Motion was seconded by Mr. Franco and passed unanimously. A petition was received from the four Policemen who are the remaining members of the Police Officers Retirement plan provided by the State of Florida, asking the abolishment of this plan and the return of their own contributions. Upon motion made by Mr. Reynolds, seconded by Mr. Franco, ORDINANCE NO. 271, was unanimously passed and adopted, repealing the establishment of this fund by Ordinance No. 248. A telegram was received from the Miami Shores Business and Professional Women, adivising the Council that they had won the State Presi- dential Award for their inaugeratiou of the teen-age dances at the Community House. It was requested that the Mayor write and congratulate them on winning this award. A letter was received from Roy Hawkins of Bessemer Properties in which he advised that his company was not interested in trading the triangular tract of land on the west side of 6th Ave. at 92nd St. for two Village lots abutting the Railroad. The Village Manager read a letter from Mr. Anderson prompting the Council to write to our. Senators and Congressmen concerning the high 88 1 1 7/3/56 -3- Federal taxes which are absorbing state and municipal revenue. The Village Attorney offered to draft a letter for this purpose. The Council set Wednesday, July 25 as the date for the public hear- ing at the Country Club on the proposed budget for the next fiscal year:, The Equalization Board meetings were scheduled for Thursday and Friday, July 26 and 27, 7:30 P.M. at the Village Fall. Concerning Planning Board minutes, approval was recommended for the construction of a house on Lot 1, Block 90, M.S. Sub. ,a 52 ft. lot on the southwest corner of N. E. 101st St. and 5th Ave. Upon.motion made by Mr. Reynolds, seconded by Mr. Franco, action of the Planning Board was unanimously confirmed. Approval was also recommended by the Planning Board for the issuance of a permit to build on Lot 4, Block 44, M.S. Sub. , a 50 ft. lot on Grand Concourse between 95th and 96th Sts. Mr. Reynolds moved that this be approved. Motion was seconded by Mr. Franco and passed unanimously. A proposal was made to the Planning Board, which received their approval, for the erection of a diner at the drive-in restaurant at Biscayne Blvd. at 6th Ave. Upon motion made by Mr. Reynolds, seconded by Mr. Franco, this recomm4endation was unanimously approved. A recommendation was made by the Planning Board for the grant- ing of a variance to permit a rear garage to have a 7-1/2 ft. side setback- instead of the required 10 ft. , at 313 N. E. 92nd St. This approval was con- firmed by motion made by Mr. Franco, seconded by Mr. Reynolds and passed. Mr. Russell Edwards appeared to discuss the signing of a new 901, -4- 7/3/56 franchise agreement with his newly re-organized company for the disposal and composting of our garbage for a period of 30 years at a fee of $2. 00 a. ton. The Council was interested in where they planned to build this plant and suggested that it might be possible to use some of the Village nursery land for this purpose. The proposition was taken under advisement. An agreement was presented by the Florida East Coast Railroad for the construction of pedestrian crossings at 96th St. Upon motion made by Mr. Carpenter, seconded by Mr. Franco -and carried, this agreement was approved by the adoption. of Resolution No. 358, authorizing its execution. The Village Manager read a proposed ordinance increasing our electrical permit fees to conform with those in effect in the City of Miami. The Council requested Mr. McCall to investigate further the request for amend- ing our fees. After a review of the current bills Mr. Franco moved that they be approved. Motion was seconded by Mr. Carpenter and passed unanimously. The Council also approved the purchase of a two-ton air conditioner. and a new refrigerator for the Police squad room. Some discussion was held concerning Mr. Hickman's proposal to sell the Village some Boulevard frontage. No action was taken. The meeting adjourned at 6:02 P. M.
