06-05-1956 Regular Meeting REGULAR MEETING MIAMI SHORES VILLAGE COUNCIL June 5, 1956 A regular meeting of the Miami Shares Village Council was held at 4:00 o�clock P.M. , June 5, 1956, at the Village Hall, with the following Councilmen present: Mayor Dean R. Claussen Michael J. Franco M. E. Reynolds William E. Carpenter S. D. Phillips, Jr. Absent: None Mr. Thomas H. Anderson, Village Attorney, was also present. Minutes of the last regular meeting and a special meeting of May 17th, were adopted as written by motion made by Mr. Franco, seconded by Mr.. Phillips and passed unanimously. After a short discussion of a proposed .ordinance to prohibit maintaining lawn markers at the edge of the street pavement, Mr. Franco moved that it be tabled. The motion was seconded by Asir. Phillips and passed i1manimously. It was requested that the item concerning the proposal to sell the Village Boulevard frontage be removed from the agenda until the offer is made in writing. No action was taken on the- request made by Mr. Rice to pass a resolution concerning.daylight time. A petition was received from the Merchants'l Division of the Miami Shores Chamber of Commerce requesting that the Council take steps 74 1 1 7.5 65/56 to effect improved lighting and off-street parking in the business district. The Council requested that the street lighting be kept in mind in preparing the budget. Mr. T. J. Metsker of 20 N. W. 101st St. , voiced his objection to the moving of lawn markers from the corners of the streets where they help to keep the cars from running off the pavement. Mr. Metsker also convlMned about the speeding on N. W. Miami Court, which was referred to the Police Department. A tentative date for the first budget discussion was set for Monday evening, July 2nd. A letter was received from the Fleming Construction Co. requesting permission to work at the Biscayne Dog .Track from dawn until dark and on Sundays. The Village Manager stated that we have always refused permission to work before 7:30 and any work on Sunday. The Council left it up to the discretion of the Village Manager, allowing Sunday work only in emergency .cases and on the inside. At the last Planning Board meeting a variance was granted for a ten foot rear setback on the center apartment building of three 4-unit,apart- ments to be built by the Trio Construction Co. on Lots 4, 5, and W. 1/2 of 6, Anco Subdivision. This was done so the swimming pool would not encroach in the front setback. After some discussion and on advice from the Village` Manager, Mr. Reynolds moved that the Building Department be instructed to grant a variance on the basis of the plan as originally submitted and allow an encroachment of 4-1/2 ft. in the front yard for the swimming pool. The 7B 1 1 1 7.7. -3- 6/5/5b motion was seconded by Mr. Phillips and passed unanimously. After a review of the current bills, Mr. Franco moved that they be approved. Mr. Carpenter seconded the motion and it was unanimously carried. Mr. Reynolds asked that figures be secured for the budget on the cost of erecting a chain link fence at least five feet high along the east side of the Community .Rouse playground, running north of the tennis courts to the north side of Grand Concourse. Mr. Carpenter suggested that the baseball diamonds be kept in better condition. Mrs. Lee Seaton, Chairman of the Women's Division of the Chamber of Commerce, appeared before the Council.to request permission to continue the block parties during the summer months. After some discussion of the commercial aspect of these dances as well as complaints reported by the Chief of Police., Mr. Phillips moved that we instruct the Village Manager to allow the Chamber of Commerce to sponsor another block party to be held at a place of.their choice in the N. E. 2nd Avenue.business district, that the Chief assign at least one man to be on duty there at all times, that the hours be limited to 9:30 P.M. and that they can continue as long as there are no serious complaints. The motion was seconded by Mr. Carpenter and passed unanimously. Mr. Lee Ward, on behalf of Peoples National Bank, asked if the bank would be permitted to put up a shelf on the sidewalk during banking hours.
