02-21-1956 Regular Meeting 21. REGULAR MEETING MIAMI SHORES VILLAGE COUNCIL February 21, 1956 A regular meeting of the Miami Shores Village Council was held at 4:00 o'clock P.M. , February 21, 1956, at the Village Nall, with the following Councilmen present: Mayor Dean R. Claus sen Michael J. Franco M. E. Reynolds William E. Carpenter S. D. Phillips, Jr. Absent: None Mr. Thomas H. Anderson, Village Attorney, was also present. Minutes of the last regular meeting were adopted as written by motion made by Mr. Franco, seconded by Mr. Reynolds and passed unanimously. A request was mad e by the owners of part of the Wolfe property north of Biscayne Canal for approval to use riparian rights on the property for an extension into the Bay. Mr. Craig Burton explained the plan and how they wanted to square off the land even with the wall of the Military Academy to the north. After some discussion, Mr. Carpenter moved we instruct the Village Manager to write a letter approving the plan as submitted for an extension,of a maximum. of 50 ft. The motion was seconded by Mr. Franco and passed unanimously. The next item concerned the need for an additional alxprogriatioa for a new assistant Green.skeeper. The Village Manager stated that the present appropriation is $3900 but that they will need about $400.00 a month until the end of the fiscal year. Mr. Reynolds moved that the Village Manager's ��� a 2 3� -Z- 221/56 request be granted, with the money to be taken from the contingency fund of. the golf course. The motion was seconded by Mrd. Carpenter and passed unanimously. The Village Manager reported that we need a re-assessment of insurance coverage on all municipal properties. Mr. McCall stated that we have a value on our golf course equipment and, inventory, including air conditioning, of $72, 000, on which we are carrying only $25, 000 insurance, Mr. Phillips asked for figures on increasing these amounts, as well as, cost figures on all the insurance we carry. Mr. Carpenter suggested having a survey made of our insurance and recommended Weal Brock as an engineer in this field. • A special.meeting was called for next Sunday, February 26th, to go over the supplemental report on the Country Club. submitted by the Citizens Committee. Mr. Franco reported on the Pension flan and stated that they are waiting to get together with the Committee and that a second set of specifications have been drawn up which will be seat out very shortly. Concerning the zoning ordinance, Mr. McCall reported that he was expecting to hear from Mr. Pomeroy at any time. On recommendation of the Library Board, Mr. Phillips moved that Col. Tyson be appointed to fill the unexpired term of George Bolles. Motion was seconded by Mr. Franco and passed unanimously. The Village Manager reviewed the proposal for modernizing the 2t i t c e e t 25' -3- 2/21/56 street lights. He stated that if we own our own standards the cost per light is about 5QP/a of its present cost which can be used to pay for the new standards. The first proposal was for the business section but that the Council thought the residential areas needed it more. Mr. McCall stated that they have estimated it will take about 800 lights for the whole Village at a cost per light of about $300,00, or $240, 000. 00. However, he continued, it is impossible to get any where near an accurate estimate without getting a street lighting engineer.. A utility tax could be used for financing the street lighting in the residential sectiva and parking lots in the business section. Mr. Frank Miller of the engineering firm of Jack F. Cooper and Associates,, stated that his firm would be happy to make a preliminary report without charge, contingent on doing thle plans and specifications. No action was taken on this proposal pending a mo a accurate estimate of the entire cost of the project to determine whether or not the Council will proceed with it. In a report on the (street drainage work, Mr. McCall stated that on N. E. 105th St, north of th Canal, the catch basin tops and street are below the high level water mark and stated that we can raise the street level but it will throw the water back on same garages which are only 5 inches above high water level. Mayor Claussen thought we should contact these property owners and if they want to have it done they will have to agree with this elevation. Concerning the Chamber of Commerce building proposal., it was Mr. Andersoats opinion that we should contact the people who deeded this 2'6- 4- 2�21�56 property to us to find out if such a building would be permitted wader the restrictions. A draft:of a proposed lease with the American legion: covering the construction and use of a building on the Village nursery property was read by the Village Manager.
