SPECIAL MEETING
MIAMI SHORES VILLAGE COUNCIL
August 10, 1954
A special meeting of the Miami Shores Village Council was held
at 7:30 o�clock P.M. , August 10, 1954, at the Village Hall, with the
following Councilmen present:
Mayor S. D. Phillips, Jr.
M. E. Reynolds
William E. Carpenter
Michael J. Franco
Dean R. Claussen
Absent: None
Mr. Thomas H. Anderson, Village Attorney, was also present.
This meeting was called for the purpose of continuing on unfinished
lousiness of the last meeting.
The first item.under consideration was location of a boat launching
ramp. Mr. McCall reported that it was inadvisable to construct a ramp
along the canal -on the golf course. It was suggested that the Village attempt
to buy an interest in the Biscayne Park ramp or pay an annual fee for its
use. Mr. Reynolds stated he would talk to Mayor McMillan about this.
A copy of a resolution was received. from North Miami, urging
legislation to regulate and control the sale and possession of fire arms, and
asking all municipalities to adopt similar resolutions. Several reasons were
cited by members of the Council as to why they did not approve this regula-
tion and Mr. Carpenter moved that this Council go on record as being opposed
to a gun regulation law in any form and that copy of this action be forwarded

to the proper officials. Motion was seconded by Mr. Reynolds and passed
unanimously.
A resolution was received from the City of Miami, requesting the
Dade County Delegation to support legislation effecting the return of one
cent of the gasoline tax to municipalities. Mr. Reynolds moved that we
adopt this resolution to be known as Resolution. No. 341. Motion was
seconded by Mr. Carpenter and passed unanimously.
Concerning the proposal to plant trees along N. E. 2nd Avenue
in the business s e etion, Mr. Carpenter moved that we go ahead with this
project. The motion was seconded by Mr. Franco and passed unanimously.
The Council further agreed that the next beautification project should be
the entrances to the Village.
The next item of unfinished business was the petition for a change
of zone on the property south of the Collins warehouse along the railroad
right-of way. Mr. Pomeroy's report on this property,was discussed along
with the method of accomplishing the changes recommended. It was Mr.
Anderson's opinion that it would be proper to adopt an ordinance setting up
the C-1 Classification and then put the affected property into the new classi-
fications after the necessary hearings are completed, and in the case of
the petition at hand where the public hearing has been held, that could be
put in this classification immediately.
The first ordinance to be considered was one amending .Section
Z-19 of Ordinance No. 92, concerning uses in the B-1 Zone and upon motion

made by Mr. Reynolds, seconded by Mr. Carpenter_, ORDINANCE NO. 255
was unanimously passed and adopted, same being entitled:
AN ORDINANCE AMENDING SECTION Z-190F ORDIN-
ANCE NO. 92, BEING THE ZONING ORDINANCE OF
MIAMI SNORES VILLAGE.
The next ordinance read amended Ordinance No. 92 by replacing
the I-1 District Classification by the new C-1 District and upon motion
made by Mr. Reynolds, seconded by Mr. Franco, ORDINANCE NO. 256
was unanimously passed and adopted, same being entitled:
AN ORDINANCE AMENDING ORDINANCE NO. 92 BEING
THE ZONING ORDINANCE OF MIAMI SHORES VILLAGE,
BY AMENDING THE TITLE OF ARTICLE YII THEREOF
AND SECTIONS Z-25, Z-26, Z-27, Z-28, Z-29, and Z-30,
CONTAINED IN SAID ARTICLE, AND BY ADDING TWO
NEW SECTIONS TO SAID ORDINANCE, TO BE INCLUDED
IN SAID ARTICLE AND TO BE DESIGNATED AS SECTIONS
Z-30 (a) AND Z-30 (b).
In: order to put the property abutting the Railroad from 96th Street
to 6th A-venue in this new classification, Mr. Reynolds moved the adoption
of ORDINANCE NO. 257, which was seconded by Mr. Franco and unanimously
passed, said ordinance being;
AN ORDINANCE TRANSFERRING CERTAIN LOTS FROM
THE I-1 AND V DISTRICTS AS SHOWN ON THE VILLAGE
ZONING MAP AS AMENDED BY ORDINANCE NO. 158 TO
THE C-1 DISTRICT CLASSIFICATION, ACCORDING TO
ORDINANCE NO. 256.
The Council further discussed the parcels of land owned by
Bessemer Properties just north and south of 92nd Street (Tracts B & C and

Lots 24, 25, 26 of Block 59) which they would like to acquire. The Village

Manager was requested to ;negotiate for this land. It was also suggested
that this property be appraised.
