REGULAR MEETING
MIAMI SHORES VILLAGE COUNCIL
March 16, 1954
A regular meeting of the Village Council .of Miami Shores Village,
Florida, was held at 4:00 o'clock P.M. , March 16, 1954, at the Village
Hall, with the following Councilmen present:
Mayor S. D. Phillips, Jr.
M. E. Reynolds
Michael J. Franco
Dean R. Clauss.en
Absent: William E. Carpenter
Mr. Thomas H. Anderson, Village Attorney, was also present.
Minutes of the regular meeting of March 2nd were approved as
written by motion made by Mr. Reynolds, seconded by Mr. Claussen and passed
unanimously. Minutes of the special meeting of March 9 were approved upon
motion made by Mr. Claiissen, seconded by Mr. Reynolds andpassed unanimously.
The first item of business was a discussion of the advisability of
holding the Doherty Tournament at the Country Club in 1955. It was previously
reported that the estimated net cost to the Club for holding the tournament there
this year, was $1134. 00. Mr. Ralph Poole, long-time director of the tourna-
ment, spoke on its national publicity and the prestige it brings the club and city.
He added, however, that the Publicity Dept. of the City of Miami will not guar-
antee any money for it next year. Bob Yoxall, Club Manager, reported that he
has had requests for three other tournaments, - the Miami Daily News Tourna-
ment in April, the Greater Miami Women's Golf Assoc. Tournament in November
and the Baseball Players' Tournament in February of next year. Several
members of the Golf Committee attend this meeting and were wholeheartedly in

favor of having the Doherty again in 1955. They also felt it would be unwise
to accept the Baseball Players' Tournament. Mr. Claussen suggested raising
the entry fee and limiting the field in an effort to make expenses on the Doherty.
It was Mr. Francois opinion that we should not give up five good days revenue
in the season and that the course .did not need the publicity which had cost over
$1100. Mr. Claussen stated that he personally was in favor of trying it for
another year. In the first place, he thought the City of Miami win go along with
part of the expense and in the second place we can trim. our costs, and he then
moved that we have the Doherty Tournament for the year 1955. The motion was
seconded by Mr. Reynolds and passed on a 3/1 vote with Mr. Franco dissenting.
Mr. Reynolds moved that the Club Manager be authorized to hold the
Miami Daily News Tournament in April and the Miami Women's Golf Assoc.
Tournament in November. Motion was seconded by Mr. Franco and passed
unanimously. Mr. Reynolds moved that the Baseball Players' Tournament for
February 1955 be denied because of the crowded condition of the course. Motion
was seconded by Mr. Franca and passed unanimously.
Concerning the Red Cross contribution, Mr. Reynolds moved that the
Village donate the same as last year ($100.00. Motion was seconded by Mr.
Claussen and passed unanimously.
Mr. Ten Eyck Wendell, 10166 N. E. 12th Ave. , requested permission
to remove the sidewalk in front of his house since it did not continue beyond
the adjoining property. Mr. Claussen moved that Mr. Wendell be given per-
mission to remove the sidewalks in front of his house, providing he gets per-
mission to have the sidewalks removed on the adjoining property and it is expected

that he will grade it up to level and plant .grass. The motion was seconded
by Mr. Reynolds and passed unanimously.
Mr. Reynolds reported that he had secured from Frank Pruitt a rate of
$675.00 annually for liability coverage on our streets and sidewalks in excess
of $5, 000. He recommended that we consider this insurance and moved that
the Village Manager be authorized to have Frank Pruitt write an excess liability
policy with limits of $100/300, 000 in excess of $5, 000 per accident on bodily
injury. Mr. Franco seconded the motion and it was passed unanimously after it
was determined that the cost could be taken out of the Contingency* Fund.
Mayor Phillips asked about the landscaping project and the Village
Manager reported that they have started working on this ,and have planted 2800
Exotica rubber trees., coconut trees and are buying shrubbery for the center
parkways. He stated that he was waiting to hear from Milton Link and would
call him for an answer to our proposition.
Some discussion was held concerning the Post Office building but no
action w'as taken pending a full Council. A special meeting was called for
Monday evening, March 22, at 7:30 P.M.
Mayor Phillips announced that beginning with the first meeting in
April the Council would again meet at 7:30 in the evening.
The meeting adjourned at 6:40 P.M.
