REGULAR MEETING
MIAMI SHORES VILLAGE COUNCIL
August 18, 1953
A regular meeting of the Village Council of Miami Shores Village,
Florida, was held at 4:00 o'clock P. M. , August 18, 1953, at the Village Hall,
with the following Councilmen present:
Mayor S. D. Phillips, Jr.
M. E. Reynolds
William E. Carpenter
Michael J. Franco
Dean R. Claussen
Absent: Councilmen - none
Mr. Thomas H. Anderson, Village Attorney
Minutes of the last regular meeting were approved by motion made
by Mr. Franco, seconded by Mr. Claus sen and passed unanimously.
The first item on the agenda was in regard to the plans for the
Library addition. Mr. Wheeler stated that he had not had time to get together
figures on an accurate estimate of the cost of this construction but stated it
would still be only an estimate. It was his recommendation that the architect
secure bids and then if the money is forthcoming in November almost any
contractor would go ahead immediately with some sort of certificate on which
a bank will advance the money. After a further discussion of the necessity
for this expansion, Mr. Carpenter moved that the Village Manager be instructed
to secure bids through the architect for the proposed additions A & B to the
Library. Motion was seconded by Mr. Franco and passed unanimously.
Mr. Merton Hale of 183 N. E. 106th Street, appeared to discuss
the problem of the diminishing number of birds in the Shores due to the many

cats that are allowed to run free. He pointed out the great benefit that birds
are to the shrubbery and lawns in eating insects and worms and asked the
Council if anything could be done to keep the cats from running loose. The
Council agreed to print an article in the Village bulletin asking the cooperation
of the people in keeping the cats from scaring away the birds.
The Planning Board recommended approval of preliminary plans
for the construction of two seven unit-apartment buildings on Lots 1 B and
2 B of the Anco Subdivision. It was pointed out by the Building Inspector that
all parking and square foot area requirements would be met. Mr. Claussen
then moved that we confirm the Planning Board recommendation. Motion
was seconded by Mr. Carpenter and passed unanimously.
It was also recommended by the Planning Board that the Council
prepare an ordinance requiring all future and existing swimming pools in
Miami Shores be enclosed by a protective fence or wall of at least four feet
in height. After discussion, Mr. Franco moved that an ordinance be prepared
requiring a fence or wall, five feet high, around pools. Motion was seconded
by Mr. Claussen and passed unanimously.
Mr. Lee Ward was present to discuss the State pension plan for
Police officers recently passed by the Legislature, allowing a percentage of
the casualty insurance premiums to be returned to municipalities that adopt the
plan, to set up pension funds along with the Police contributions of 5% of their
salary. At a meeting of the officers, all but two were in favor of adopting such
a plan. Mr. Claussen moved that we instruct our Village Attorney to draft

an ordinance to the effect that the Village adopts the pension plan passed by the
1953 Legislature, in effect to take in the Miami Shores Police Dept. Mr.
• Carpenter seconded the motion and it was passed unanimously.
The Vllage Manager was instructed to get information concerning
the same type of State pension plan covering firemen.
Mayor Phillips told the Council about the discussion he and Mr.
McCall had had with Mr. Hawkins concerning the Bessemer property immediately
north of the Country Club. Mr. Hawkins stated that while they are not anxious
to sell this property, he would recommend to the Bessemer people a price
of $150, 000. Further consideration of the purchase of this land will depend
on the outcome of the Boulevard zoning suit.
Mayor Phillips again asked about the bicycle parking spaces on
2nd Avenue. Mr. McCall stated that the racks should be completed this week.
The meeting adjourned at 5:35 P. M.
