MIAMI SHORES VILLAGE COUNCIL
June 16, 1953
A regular meeting of the Village Council of Miami Shores Village,
Florida, was held at 4:00 o'clock P. M. , June 16, 1953, at the Village Hall,
with the following Councilmen present:
Mayor S. D. Phillips, Jr.
William E. Carpenter
Michael J. Franco
Dean R. Claussen
Absent: M. E. Reynolds
Mr. Herbert Nadeau attended in the absence of Mr. Thomas H.
Anderson, Village Attorney.
Upon motion made by Mr. Franco, seconded by Mr. Claussen
and unanimously passed, minutes of the last regular meeting were approved
as written.
The Library Board was present to submit its annual report on
the operation of the library. Mr. Wheeler, on behalf of the Board, explained
that there was around $1500 in the book fund which had not been expended
because there was no room to put additional books and asked if there was
some way this money could be carried over to the next year's budget. The
Village Manager stated that this could be set up as cash on hand at the
beginning of the next fiscal year. Members of the Council expressed gratitude
to the Board for the fine job they had done and Mr. Franco moved that the
annual report be accepted and at the same time have a letter sent to the
Library Board in appreciation for their work during the past year. Mr. Carpenter

seconded the motion and it was unanimously passed.
A letter was read from the Library Board asking for re-appoint-
ment of Mrs. William N. Brockway as a member of the Board. Mr. Carpenter
moved that Mrs. Brockway be named as a Board member for re-appointment
of a 5-year term. Motion was seconded by Mr. Claussen and passed
unanimously.
Concerning the expiration of the present gasoline and oil contract,
the Council agreed unanimously that bids should be taken for a new contract
and the Aeroland Oil Company so notified.
A new electrical contract for the Village Hall power was presented
by the Village Manager for authorization. This, Mr. McCall explained, with
our increased power load due to the air conditioning, will effect a saving of
about $18. 00 per month. Mr. Claus sen moved that the Village Manager be
authorized to enter into a contract with the Florida Power and Light Co.
Motion was seconded by Mr. Franco and passed unanimously.
A letter was received from Earl G. Kehoe, attorney for James M.
Breeding, owner of the lots on 2nd Ave. across from the bank parking lot,
Lots 1 thru 5 in Block 21, Miami Shores Section #1. In this letter it was
requested that this property be zoned for business in accordance with the
property across the street and its assessment value. The letter was referred
to the Village Attorney for an opinion.
A proposal was made to purchase a new Reo garbage truck chassis
for $2962. 00. After discussion, Mr. Claussen moved that the Village Manager

be authorized to get bids and either accept the lowest bid or if this bid is equal
or close to the low bid, then accept this. Motion was seconded by Mr. Franco
and passed unanimously.
In discussing the improvements for the Country Club, the Village
Manager presented a sketch of a new parking lot area, using the space that
had been contemplated for shuffle board courts, south of the swimming pool.
In considering the overall improvements to the Club House, a survey had been
made by Herbert Burnham of Russell T. Pancoast, of the required work, with
a proposal for architectural services and supervision. The Village Manager
also mentioned an architect on the House Committee who is willing to look
into this. The Council agreed to go ahead and get the House Committee to make
a study of the overall plan for improvements.
Approval for a building permit was recommended by the Planning
Board for a residence to be constructed by Mrs. Shaffer on Lot 12, Block 39,
Miami Shores Section #1, a 50 ft. lot. After a review of the plans, it was
moved by Mr. Carpenter that the action of the Planning Board be affirmed.
Motion was seconded by Mr. Claussen and passed unanimously.
Planning Board recommended approval for permit to build on Lot 23,
Block 2, Golden Gate Park Addition, a 49 ft. plus lot. After discussion,
Mr. Franco moved that it be approved. Motion was seconded by Mr.
Carpenter and passed unanimously.
On recommendation of the Planning Board, Mr. Franco moved
approval be granted for permit to build on Lot 5, Block 129, Miami Shores

Section, a 50 ft. lot, by the owner, Miss M. A. Vigneron. Motion was
seconded by Mr. Carpenter and passed unanimously.
The Village Manager presented prices on a fire hose drying outfit
which had been requested by the Chief of Police; cost of this equipment amounts
to $661. 00. Mr. Claussen moved authorization to purchase the hose drying
equipment. Motion was seconded by Mr. Franco and passed unanimously.
Plans were presented for air conditioning the Police Station. The
engineer's estimate for extension of the present ducts was $600. 00, plus a
3/4 ton window unit for the Sergeants room of $286. 00, or a total cost of
$886. 00. Using two separate units the cost would be $625.00. After a dis-
cussion of the two methods, Mr. Carpenter moved that we go ahead on the
central system plan and install the duct work. Motion was seconded by Mr.
Franco and passed unanimously.
Mayor Phillips recommended the installation of a flag pole at the
Country Club.
After a review of the bills, Mr. Franco moved that they be approved.
Motion was seconded by Mr. Claussen and passed unanimously.
The meeting adjourned at 5:37 P. M.

Children's Department:
Book Week
Book Week was observed for the first time, in November, with over 300
outstanding 1952 titles — most of which ware at the 3-5 Grade level —
our problem area. Reserves piled up to a fantastic degree. Some
youngsters are still being notified.
St_ ory Hour
The Story was held weekly, from November thru February.
School Visits.
St. Rose of Lima.
Our Childrents Worker spent a day wandering from class to class,
telling stories, commenting on the Book Jackets displayed, and
distributing Book 24rks listing the library's hours and borrow—
ingirivileges. The results were overwhelming, for the children
reciprocated en rasse, taxing the entire staff each afternoon
after school was over, for the following 22- weeks. "The right
book for the particular need" was our motto, while at the same
time our aim was to rake the child as self sufficient as possible.
Miami Shores Elementary.
A schedule was arranged that permitted each class to-visit the library
individually. Teachers acquainted us with the project most
current at the time so that we might arrange our program in the
most meaningful way. Stories were told the younger children, and
the use of reference books along with the geographical in—
formation they and come seeking.
