06-03-1952 Regular Meeting 97 REGULAR MEETING MIAMI SHORES VILLAGE COUNCIL June 3, 1952 A regular meeting of the Village Council of Miami Shores Village, Florida, was held at 7:30 o'clock P.M. , June 3, 1952, at the Village Hall, with the following Councilmen present: Mayor M. E. Reynolds George A. Frix William E.. Carpenter Michael J. Franco S. D. Phillips, Jr. Absent: None Mr. Thomas H. Anderson, Village Attorney, was also present. Upon motion made by Mr. Carpenter, seconded by Mr. Frix and unanimously carried, minutes .af the last regular meeting were approved as written. The first business of the evening was a report from the Rader Engineering Company on Dickinson�s Mirror Lake Subdivision. It was recommended in this report that piling be required for every home and some type of rip rap wall around the water's edge to prevent erosion. The Village Manager suggested adopting the plat by ordinance and specifying these require- ments. This was referred to the Village Attorney for preparation of this ordinance to be presented at the next meeting. A request was made by'Kenny's Novelty Company for a license to install mechanical hobby horses at the Pickin' Chicken Restaurant. Mr. Frix moved that this license be granted, provided the equipment is confined within the building. Motion was seconded by Mr. Franco and passed unanimously. 98 1 1 ss 6/352 The Fourth Annual Report of the Brockway Memorial Library was presented by the Board. After reading the report the Magor commended the Library Board on the wonderful work they have done and especially in view of the limited funds they have had. Mr. Frix moved that the report be accepted and made a part of the records with gratitude to the Board. Motion was seconded by Mr. Carpenter and passed unanimously. The next item on the agenda was in regard to Mrs. Spear's request for permit to erect a garage -at the rear of her property with a zoning variance. This had been referred back to the Planning Board for Mr. Arnold's attention and after studying the layout and talking with Mrs. Spear, he confirmed the recommendation of the Planning Board that request be denied. Thereupon. Mr. Carpenter moved that the :action of the Planning Board be sustained. Motion was seconded by Mr. Phillips and passed unanimously. It was also agreed'by the Council that the ordinance should be changed so that side setbacks fora rear building will be the same :as the house. A report was presented by Mr. S. L. . Throckmorton on his recommendations .concerning Social Security, pension plans and other insur- ance. It was requested that copies be made and sent to the Council for discussion at a later date. The next business was in regard to the 4th of July Fireworks Program to be held at the Country Club. The Mayor reported that the display will cost $500. 00 and recommended that this expense be divided between the Club.and the Village. It was. suggested by the Village Attorney that an 100 1 1,0 1 . 6/3/52 -3- explanation ,of the 4th of July be given withthis display. Mr. Carpenter moved that the Country Club Advisory Burd be authorised to spend $250. 00 for the purpose of the 4th of July clebration. Motion was seconded by Mr. Frix:and 0 passed unanimously. Mr. Phillips then moved that the Village spend $250. 00 towards the 4th of July program.and that the Village Manager withdraw this amount from the Recreation Department funds. Motion was seconded by Mr. Franco and passed unanimously. The meeting adjourned at 8:50 P. Miami Shores Professional and Business Women's Club for underwriting the insurance necessary for a year's loan of a Southern Cross Astronomical Society telescope; for their gift of a Farquhar plastic Planisphere; and a cabinet- made oak table for the Children's Room. 5. Mr. William W. Marwood for giving so generously of his time on Ivbnday evenings at the telescope. 6. Miami Shores Women's Club for= Fifty dollars which enabled us to buy the Britannica Junior Encyclopaedia; the memorial books; the two jovial clown paintings in the Children's Room; six chairs for the Children's Room table; their successive holiday decora- ting of the Children's Room. 7. The Churches mentioned below for their gift of Strong's Exhaustive Concordance of the Bible& St. Paul's Methodist Church; North Miami Baptist; Uleta Presbyterian; North Miami. Community (Congregational); First Christian Church of North Dade; Christ Lutheran Church. 8. The Community at large for their understanding.. as well as for the many useful books they have given us. 9. The following strangers' who have used their talent and experience to enrich our lives: Mrs. Anthony Chiofolo; Mrs. Hilsenbeck; Mrs. Robert Grant; Mrs. Julia M. Chervekoff; Mr. Sydney R. McCoy; Mary Ann Ballard; Mr. G. H. Lutz; and Mr. Jesus Pena, 10. Girl Secuts (Mrs. Boyce's troop) for their gifts of books. 11. Mrs. Harp for her typing assistance. 12. Mrs. Lindgren for revising the filing of catalog cards. ACCOM-13 TS: 13,769 volumes now in collection, of which 3,,000 were processed this year. r 2. Every MmpXgal book written at the 4-6 grade level that could be found in print on the countries studied in our elementary schools. �eaders ravaging in difficulty from pre-school primers to the 8th grade. V/ Girl Scout materials. Astronomy. Picture File of loose pictures in color for aid to artists.. ceramic sculptors, and students. Florida fiction. Illustrators File completed for the use of Barrer College students in children's literature. The purchase of subject coverage for gaps in the collection as they were brought to our attention. 68 Magazine and 6 Newspaper subscriptions. 39,916 volumes circulated. Inventory revealed: 14.3 boobs missing. 57 books lost and paid for. 13 books lost and not paid for. 5� 277 books discarded. F 1905 registered borrowers in active status, of which 675 are outside-of-boundary readers: 1065 are juveniles, and 840 are adults. Accumulatively we have registered 9221 readers, 7050 of which were adults, 219/+ juveniles, and 5108 of which lived outside the Village. ACTIVITIES: Homemakers' Institute - October 17, 1951 to November 28, 1951 - Wednesday mornings from 8:45 to 11:30 a.m. Conversational Spanish. Handicraft Class: Christmas cards and gift wrappings. Gardening question and answer forum - County Agricultural Agent. Lectures: The pre-school child - Mrs. Hilsenbeck. Folly of bargain hunting - Mary Ann Ballard. Leisure time activities for adolescentse Reviews of "Books that are overlooked'. Brockway Puppeteers - Fridays 4 to 5:30 p.m. - 10/51 - 2/52. Childress aged 7 to 12e Handicraft and dramatics. Children made, under Mrs. Bruce's tutelage, fist-puppets,- shadows and scenery then put on the plays Snow White and the Seven Dwarfs and &dventurM in Staff before a large audience of parents, schoolmates and neighbors. ` 3. Miami Shores Stamp Club, under the expert direction of Mr. Sydney R. McCoy completed its second and final year of meetings the middle of April. Story Hour a Fridays at 4 p.m. Star-Gazing through the lawn-telescope loaned us by the Southern. Cross Astronomical Society Monday evenings, under the guidance of Pyr. William W. Marwood, a Village member of this Society, has been going on since January 15, 1952. his project was made possible through the united efforts of Mr. Roy MacKenzie, several Village members of the Society and Miami Shores Professional and Business Women's Club. School Visits: Brownies, Girl Scouts. 13 geography classes from Miami Shores Elementary for lessons in note-taking. 2nd and 3rd grade classes from Miami Shores Elementary. Kindergarten.
