05-13-1952 Special Meeting 81 SPECIAL MEETING MIAMI SHORES VILLAGE COUNCIL May 13, 1952 A special meeting of the Village Council of Miami Shores Village, Florida, was held at 7:30 o'clock P.M. , May 13, 1952, with the following Councilmen present: Mayor M. E. Reynolds George A. Frix Michael J. Franco William E. Carpenter S. D. Phillips, Jr. Absent: None Mr. Thomas H. Anderson, Village Attorney, was also present. This meeting was called for the purpose of meeting with the Library Board and to discuss further some of the items brought up at the last meeting. At a conference with the Library Board it was reported that they are in need of two additions to the building and a larger operating budget. Ways and means were discussed for getting more money for the library. It was suggested that a history of Miami Shores Village and its people be compiled to get more people interested in this facility. This problem will be reviewed again when this yearIsbudget is being prepared. The Village Manager reported on his talk with Mr. Blucher of the American Society of Planning Officials. He listed the various zoning services published that could be taken and his fees for testifying. It was suggested that the report from. Mr. McCune which has been requested, be reviewed and CK 1 1 1 83 . -2- 5/13/52 confirmed by Mr. Blucher. Also, concerning our zoning ordinance, the Village Manager was instructed to write Mr. Blucher, enclosing a copy of the ordinance, and ask his price for re-writing it, with special emphasis on the definitions of - motel, hotel, apartment .and efficiency apartment. Con- cerning the services offered, Mr. Carpenter moved that we subscribe to the Planning and Advisory Service of the American. Society of Planning Officials at $50. 0.0 a year for one year. Motion was seconded by Mr. Franco and passed unanimously. The Village Manager was also instructed to inform the Planning Board that the Council has instructed him to procure some recognized authori- tative opinion on the way the Boulevard zoning problems should be handled and pending receipt of this advice no more applications will be granted. The Village Manager reported on the estimated revenue from new construction in conjunction with preparation of the annual budget. This amount, he stated, will not be enough to offset the contemplated increases in operating expense,unless land assessments are raised which, he added, is permissible under the Legislature. Mr. McCall asked for about a 2001, increase in land values and suggested that a citizens advisory committee be named from realtors and citizens in the Shores to review and recommend front footage values. Mx. Phillips moved that the Mayor be empowered to appoint an advisory committee to work on tax assessments. Motion was seconded by Mr. Franco and passed unanimously. The Village Manager stated that the Council is invited to a Golf Club dinner next Saturday night, May 24th. 84 1 1 85 -3- 5/13/52 .After further discussing the request from the Pickin' Chicken Restaurant to have pony rides, Council denied permission.
