MIAMI SHORES VILLAGE COUNCIL
November 27, 1951
A regular meeting of the Village Council of Miami Shores Village,
Florida, was held at 7:30 o'clock P. M. , November 27, 1951 (postponed from
November 20th), at the Village Hall with the following Councilmen present:
Mayor M. E. Reynolds
Michael J. Franco
William E. Carpenter
S. D. Phillips, Jr.
Absent: George A. Frix
Mr. Nadeau attended in the absence of Mr. Anderson, Village
Attorney.
After reading of the minutes of the last meeting of November 6th,
they were approved together with the minutes of a special meeting of November
12th by motion made by Mr. Carpenter, seconded by Mr. Phillips and passed
unanimously.
Mr. C. Sam Dreyer of 478 N. E. 92nd Street presented a petition
of
to the Council signed by 92 freeholders in protest of the use the Florida East
Coast Railroad siding at 91st Street as a freight depot. As this subject had
been previously discussed in view of the nuisance it was causing the neighboring
property holders, a letter was on hand from the Village Attorney stating that
the Village could pass an ordinance to restrict this activity if they will stipulate
what regulations they wish to impose. It was pointed out that it would probably
be impossible to prohibit the Railroad from using this siding for unloading
freight. After further discussion, Mr. Carpenter moved that the petition be

turned over to the Village Attorney for further investigation as to the strongest
measures that we can take in alleviating this condition and that a proposed
ordinance and report be presented at the 2nd meeting in December. Motion was
seconded by Mr. Franco and passed unanimously.
Mrs. Gladys Perry of 17 N. W. 106th Street petitioned theCouncil
to grant full Homestead exemption for 1951 and 52 as had been done last year,
because of her inability to receive this exemption from the County as she is
not legally the head of her family. Upon motion made by Mr. Phillips, seconded
by Mr. Carpenter and passed unanimously this grant was approved.
Mr. Edward Paisley again appeared before the Council for action
on his previous request to make two 62 & 1/2 ft. building sites out of a 75 ft.
lot and a 50 ft. lot. A letter, signed by Mr. and Mrs. J. O. Rhodes, neighboring
property owners, was read strenuously objecting to this proposal. As the
entire Council had not had an opportunity to view the location of this property,
it was requested that it be deferred until the next meeting.
Mrs. Barbara K. Hughes of 25 N. W. 104th Street again appeared
before the Council in regard to her previous complaint against Mrs. Van Zandt
of 21 N. W. 104th Street who constructed an outside entrance to one of the bed-
rooms without a permit. Mrs. Hughes stated that Mrs. Van Zandt is again in
town presently living at 101 N. W. 104th Street and that she would like to see
the Council take some action. The Council instructed the Village Manager to
handle this matter as he sees fit.
After discussion of the two bills for alley paving done by residents
on 97th Street, Council approved payment of same if and when the Village paves

the remainder of the alley.
Concerning the letter from Mr. Jules Olender requesting refund on
his swimming pool fee, the Council did not wish to take any action in the matter
until they had a report of the case from the Advisory Board and requested that
this be made at the next meeting.
Discussion of Social Security was postponed until the second
meeting in December.
The Village Manager reported that the Attorney wanted him to go
on to Tallahassee after the League meeting in Orlando, to talk with the Railroad
Commission on the bus situation. Mr. Phillips and Mr. Carpenter decided to
accompany them to Tallahassee to see the Railroad Commission.
It was reported that the Chamber of Commerce was anxious to
have the Village share in the expense of the prizes for the Christmas home
decorations. Mr. Franco moved that we go along with the Chamber of Commerce
on prizes for home decorations not to exceed $50. 00. Motion was seconded by
Mr. Phillips and passed unanimously.
Concerning unfinished business, the Village Manager stated that
the new zoning ordinance would not be ready for review until about the first
meeting in January.
It was also reported that Mr. Philbrick has sold his interest in
the Miami Shores Lake Subdivision and that Mr. Grover Morrow was coming
in within the next week or so to find out what they have to do to get it right.
A general discussion followed concerning the traffic situation in

the Village, and it was decided that the Police Department be notified to
inaugurate a program to slow down traffic.
The meeting adjourned at 9:45 P. M.
