11-12-1951 Special Meeting 6 SPECIAL MEETING MIAMI SHORES VILLAGE COUNCIL November 12, 1951 A special meeting of the Village Council of Miami Shores Village, Florida, was held at 7:30 o'clock P. M. , November 12, 1951, at the Village Hall with the following Councilmen present: Mayor M. E. Reynolds Mr. William E. Carpenter Mr. S. D. Phillips, Jr. Absent: Mr. George A. Frix Mr. Michael J. Franco Also present from the Advisory Board were: Mr. Walter G. Earnest Mr. Marshall G. Luce Mr. Charles B. Cleveland Mr. Robert M. Gormly This meeting was called for the purpose of arriving at an amount and method of paying the club manager's salary, as well as, to discuss the operation of the club under the present ordinance. Mayor Reynolds opened the meeting and stated that after a discussion with our auditors, the Council felt that the manager should be on a fixed salary basis. He then asked Mr. Ring, who was present with Mr. Kindelan, to restate his views on this matter. Mr. Ring explained that it was not practical to pay a man on a percentage of the profits in a municipal operation because "net profit" is so difficult to define. He stated that each year there will be this same problem of attempting to arrive at a bonus computed on the net profits. Since the Advisory Board were of the opinion that the manager's No 11/12/51 • -2- salary should be in relation to the year's income, as well as, on an incentive basis, it was finally decided that the best method was to figure it on gross income. Both the Council and the Board were agreeable to set the manager's salary at a minimum of $6, 000 and a maximum of $8, 500 on a percentage basis and the Council requested the Board to work out the details using a percentage of gross income, and make a recommendation by November 20th. Mr. Luce asked that the Council give them a list of rules and regulations by which they can operate. The Mayor suggested that Mr. Luce send a copy of re-designed forms to the Council before printing. A discussion followed concerning the Golf Course ordinance. Mr. Carpenter moved that the Village Manager be instructed to appoint five members of the board to serve in an advisory capacity to the manager of the Golf Course and Swimming Pool Division of the Recreation Department, as provided by Ordinance No. 226. Motion was seconded by Mr. Phillips and passed unanimously. The next business to be handled was a letter from the Dade County Defense Council requesting use of a room in the basement of the Clubhouse once a month for a control center. In discussing this request the Advisory Board as well as the Council agreed that it was necessary to allow them the use of the Club and Mr. Phillips moved that we let them have this space. Motion was seconded by Mr. Carpenter and passed unanimously. 172 " 173 -3- 11/12/51 A resolution was received and read from the County-wide Slum Clearance Committee, asking Miami Shores to promote the City of Miami election in voting for slum clearance with the aid of Federal Housing. Council agreed that a letter should be written this committee to the effect that the Council feels that the question of location and proper zoning for colored people should be determined before any question of Federal Housing is discussed.
