REGULAR MEETING
MIAMI SHORES VILLAGE COUNCIL
August 21, 1951
A regular meeting of the Village Council of Miami Shores Village
Florida, was held at 7:30 o'clock P.M. , August 21, 1951, at the Village Hall
with the following Councilmen present:
Mayor M. E. Reynolds
Mr. Michael J. Franco
Mr. William E. Carpenter
Absent: Mr. George A. Frix
Mr. S.D. Phillips, Jr.
Mr. Anderson, Village Attorney, was also present.
Upon motion made by Mr. Franco, seconded by Mr. Carpenter and
passed unanimously, minutes of the last meeting were approved as written.
The Village Attorney reported on the recent developments in the
Tucker case, wherein the court awarded a judgment of $5, 000 against the
Village. Mr. Anderson recommended attempting to make a settlement for
$2, 500, subject to Council approval, and also asked for approval to file an appeal
in the meantime. Mr. Carpenter moved we authorize filing an appeal in this
case. Motion was seconded by Mr. Franco and passed unanimously.
The next item of business was in regard to the standing water on
Grand Concourse, brought up at the last meeting by Mr. Stanley Turner. Mayor
Reynolds was opposed to spending money on drains in residential sections until
the drainage of the business area on N. E. 2nd Avenue is improved. After much
discussion it was decided that a list should be prepared of where new drains
are required and that the Village Manager should proceed with this work,

handling the more important areas on 2nd Avenue first, and with the under-
standing that if there are sufficient funds left, Mr. Turnerls drainage problem
will be taken care of.
After a review of sketches for a new Village seal, Council gave
its approval, with some minor changes.
The Village Manager reported on the new State law which pro-
poses to give County Plumbing Inspectors control of all plumbing permits and
inspections in towns of less than 7500 people. However, Mr. McCall stated
that an amendment had been proposed which would allow cities like Miami
Shores to continue handling their own plumbing inspection. A further report
will be made on this subject.
The next business was discussion of the Alexandria, La. ordinance
regulating door-to-door selling which has been upheld by the Supreme Court.
A copy of this ordinance is printed in the July issue of the MUNICIPAL RECORD
for further reference.
Mr. Henry DeGraff spoke to the Council concerning the American
Legion Honor Roll. He stated that the Legion is planning to make some changes
on the monument so that the names will be fixed there permanently, ,and he
asked if the Village would care to assist them in the expense involved. After
discussion it was moved by Mr. Carpenter that the Village authorize the funds
to underwrite the renovation of the Honor Roll up to 25% of the proposed cost
of $225. 00. Motion was seconded by Mr. Franco and passed unanimously.
Council approved Mr. Ward's suggestion of inviting the City of

Miami Police to come out and explain their "Dopey Duck" safety program
for the Village.
Mr. Reynolds brought up complaints concerning the bottled gas
companies refusing service for heating purposes during winter months, and
recommended an ordinance be passed to regulate their operation.. The Village
Manager was instructed to investigate this matter.
Mayor Reynolds also brought up complaints concerning the condition
of the Philbrick subdivision. Mr. Anderson thought it might be possible to
revoke the plat if the stipulated conditions have not been carried out. The
minutes are to be checked for Council action taken on this subdivision and
brought up at the next meeting.
A special meeting was called by the Mayo,�r to discuss with the
Retirement Committee, plans for setting up a Village retirement system.
This meeting was set for next Tuesday, August 28th, at 7:30 P.M.
