06-19-1951 Regular Meeting REGULAR MEETING MIAMI SHORES VILLAGE COUNCIL June 19, 1951 A regular meeting of the Village Council of Miami Shores Village, Florida, was held at 7:30 o'clock P.M. , June 19, 1951, at the Village Hall, with the following Councilmen present: M. E. Reynolds, Mayor Michael J. Franco S. D. Phillips, Jr. Absent: George A. Frix William E. Carpenter Mr. Anderson, Village Attorney, was also present. Upon motion made by Mr. Franco, seconded by Mr. Phillips and unanimously passed, minutes of the last regular meeting were approved as written. Mrs.. Barbara K. Hughes of 25 N. W. 104th Street, appeared before the Council to petition them to correct some zoning violations that presently exist at the home of Mrs. Van Zandt, 21 N. W. 104th Street. Mrs. Hughes contended that the Planning Board had given Mrs. Van Zandt 30 days to close an outsideAntrance that she had constructed without permit or knowledge of the Building Department, which she had not done. Also that Mrs. Van Zandt was continuing to rent one bedroom with kitchen facilities, in violation of the zoning ordinance on single family dwellings. In addition, Mrs. Hughes criticized Mr. Gaeta, Building Inspector, for warning her not to bring this to the attention of the Council. The Village Manager went over the background of this com- plaint and pointed out that the Planning Board, according to the minutes of their meeting, had not instructed Mrs. Van Zandt to close the door. It was 84 85 6/19/51 merely assumed that she would do so by her own statement. Mr. McCall further reported that Mrs. Van Zandt had agreed to remove the cooking facilities from the rented bedroom but that it hadn't been done up to the present time. Mrs. Van Zandt's daughter-in-law was present and repeated that they would remove the kitchen facilities, that they had never intended to rent the bedroom to which the door was made, and that they would cooperate in any way possible to comply with the zoning of the Village and the wishes of the neighbors. The Council instructed the Village Manager to investigate these violations, take steps to correct them and report back to the Council. Mr. George B. Miller, of 152 N. E. 92nd Street, appeared before the Council to appeal the Planning Board decision denying him permit for an addition to his garage because the existing garage is closer than five feet to the alley. Council reviewed the sketch of this proposed addition, as well as, the idea that this garage will join a 50 ft. lot to the main property at 152 N. E. 92nd Street. Then Mr. Phillips moved, in regard to the appeal of Mr. George B. Miller, that the Council, in the knowledge that the Planning Board cannot permit a variance, hereby authorizes the Building Department to issue permit for the garage addition as requested and in accordance with plans as submitted, and in addition, the Council is also taking into considera- tion the elimination of one further 50 foot lot. Motion was seconded by Mr. Franco and passed unanimously. 86 87 6/19/51 -3- Miss OlConnell, Librarian, and the following members of the Library Board attended this meeting to present their annual report: Mrs. Edna F. Brockway, Mrs. Haygood Lasseter, Mrs. John Prunty. The report was read by the Village Manager, which was accompanied by a financial statement of the year's operation, as well as, an estimated budget in the amount of $22, 013. 85 for the fiscal year 1951 1952. Mayor Reynolds expressed appreci- ation to the Library Board for the wonderful work they have accomplished and stated that the Council would assist them in every way possible to continue the planned development of the Library but that according to law only one mill of tax money could be used for this purpose. The Mayor added that at the present time, it was not determined how much money one mill of this year's taxes would represent. In further reference to the request to use the Community House for a junior kindergarden, the Village Attorney advised that the Village Manager answer this request by stating that the deed under which the Village holds title to the property contains a reverter clause which prohibit94sing this property for other than recreational purposes. Council instructed that this request be answered accordingly. A letter was received and read from the Greater Miami Traffic Associ- ation concerning the telephone rate hearing. The Village Manager was instructed to be present at the opening of the hearing. Mr. W. B. Leddy, of 86 N. W. 105th Street, brought up the question of liability in the cost of repairing sidewalks. Council explained to him that costs would be handled like a general assessment lien and the taxpayer would 88 Q9 6/19/51 be given ten years in which to pay it. Mrs. Jesse Norman, Civic Committee Chairman of the Miami Shores Woman's Club, told the Council that she has received many complaints on the swimming pool fees, in that the daily fees are so high it prohibits many children from using the pool as often as they would like. Mayor Reynolds asked Mrs. Norman to bring this to the attention of Mr. Luce, who is chair- man of the Swimming Committee of the Advisory Board. After a review of the unpaid bills, it was moved by Mr. Franco, seconded by Mr. Phillips and unanimously passed, that they be paid. Meeting adjourned at 9:00 P.M. FLORIDA THIRD AEM REPORT August, 1950 to May., 1951 has been a period of singularly intense effort within the library. Even so, had it not been for the volunteer assistance of Mrs. Frances Harp (a professional typist), Mrs. Vera Lindgren (who filed our catalog cards), and Miss Marie Tarboux (who mended, renovated and covered our books) we could not have made progress. ACHES: 10,831 v. now in collection - 3,772 of which we processed this year. 1. Nomlogs and dialogs. 2. Pamphlets and book file of up,rto-date vocational information. 3. Bound magazines for research. Library-bound magazines for home use. 4. 153 v. beautifully illustrated juvenile books for parent and teacher use, the students of children's literature at Barry College, and our own PICTURE BOOB MUR slated to begin this July. 5. 85 current magazine subscriptions. 6. 5 newspapers. $50 donated by the Miami Shores Women's Club was invested in books on Interior Decoration and Gardening, adding substantially to the titles in the STEDMAN LIBRARY, a generous donation of the following business concerns: McCormick--Boy►ett Interstate Marble & Tile Go. Brady Roofing Tile Mfg. Co. Sistrunk, Inc. East Coast Glass Co., Inc. $100 given by the Professional and Business Women's Club was used to purchase Hero, Folk and Fairy Tales, for which there is a constant demand in the children's room. SERVICES: 2,809 registered borrowers, of which 1,189 - adults 1,620 - children 1,075 - out-of-boundary residents 27'238 volumes were circulated. Since October, 1950,_ under the leadership of Mrs. Frances Downing, a resident of Biscayne Park. We started with over fifty attendants and 'ten,:, sets of first-year readings. Until Christmas there were two sections: one group meeting on the first and third Monday evening of each month; the second, on the second and fourth Monday evening. In January the groups consolidated$ meeting since then on the first and third Abnday evening of the month. MIAMI SHORES STAMP CLUB, numbering about 35 boys, presided over by a notable stamp enthusiast, Mr. Sydney R. McCoy, meets every Thursday evening from 7:00 to 9:00 p.m. on the Library Porch. Fred Kalil, the cur- rent president, was the dynamo. He made a large poster inviting all Interested to sign his name, address and telephone number upon an attached sheet of paper. When there were 25 signatures, I drove his committee of three to Mr. McCoy's home, where thw boys succeeded in persuading Mr. McCoy of their keen desire to have a really fine club - in which they might learn geography, history' etc., as veli as the fruits of his experience (tricks of the trade, short-cuts and in- expensive approaches). The Club has been steadily accumulating momentum. It is our hope that it will in time become a community activity, without bars of sex, age or album.
