REGULAR MEETING
MIAMI SHORES VILLAGE COUNCIL
February 20, 1951
A regular meeting of the Village Council of Miami Shores Village,
Florida, was held on February 20, 1951, at 7:30 o'clock P.M. , at the Village
Hall, with the entire Council present.
Mr. Herbert Nadeau attended in the absence of Mr. Anderson,
Village Attorney.
Upon motion made by Mr. Mackenzie, seconded by Mr. Franco and
unanimously passed, minutes of the last regular meeting were approved as
written.
The first business of the evening was in regard to the recent decision
in the Bessemer zoning suit. A copy of the final decree issued in the Circuit
Court was previously mailed to each Councilman. Mr. Nadeau discussed the
amounts of the court costs, whether or not the Village should assume them all
and whether or not the Council wished to file an appeal. Mr. Carpenter moved
that the Village will not protest the assignment of costs involved in the Bessemer
case, to be determined at the hearing scheduled for February 21, and that the
interveners will not be assessed a pro-rata share. Motion was seconded by
Mr. Franco and passed unanimously. No action was taken on filing an appeal
at this time.
A letter was read from the Secretary of the Railroad Commission
acknowledging receipt of the Council's Resolution concerning bus service and
advising that action will be taken on it when the Commission returns to the
city.

A proposed ordinance was read concerning new requirements on
roofing. Discussion arose over the use of aluminum for drip strips. The
Building Inspector was requested to be present at the next meeting to answer
these questions.
A proposed ordinance concerning absentee voting was read. Upon
motion made by Mr. Reynolds, seconded by Mr. Mackenzie, ORDINANCE
NO. 216 was unanimously passed and adopted, same being entitled:
AN ORDINANCE RELATING TO ABSENT VOTING
AND ADOPTING CHAPTER 25385, LAWS OF
FLORIDA, 1949, AS A PART OF THE LAWS OF
THE MUNICIPALITY OF MIAMI SHORES VILLAGE.
The next item on the agenda was in regard to a power company
franchise. The Village Manager reported that representatives of the Power
Company could not attend this meeting but would be out to see him within the
next few days to give him all the details of such an agreement and then would
be present at a Council meeting if desired. It was Mr. Reynold's suggestion
that we get the Rader Engineering firm to assist us in writing this contract.
Mr. H. Meador of 38 N. E. 110th Street spoke to the Council about
the hazardous low flying of planes over the Shores. It was his suggestion
that someone talk to the Civil Aeronautics Board to look into this. The Village
Manager was instructed to lodge a complaint about this with the CAA. Mr.
McCall stated he would talk to Mr. Curry of the Port Authority and give the
Council a report by letter.
The Mayor reopened a discussion on installing a traffic light at
96th Street and Grand Concourse. It was his suggestion that if we have
money in our street light budget it should be used for this traffic light.

Better traffic controls were also suggested for N. E. 10th Ave, and 96th
Street, as well as, 115th Street and N. Miami Ave. Thereupon Mr. Carpenter
moved that we authorize the Chief of Police to work out the engineering problem
at 96th Street and Grand Concourse, to make recommendations for 115th Street
and N. Miami Ave. and N. E. 10th Ave. and 96th Street, choose his own pro-
fessional advice and to bring back a report to the Council on March 6th. Motion
was seconded by Mr. Mackenzie and passed unanimously.
After a review of the unpaid bills, Mr. Franco moved that they be
paid. Motion was seconded by Mr. Carpenter and passed unanimously.
Meeting was adjourned at 9:55 P.M.
