MIAMI SHORES VILLAGE COUNCIL
July 18, 1950
A regular meeting of the Village Council of Miami Shores Village,
Florida, was held at 7:30 otclock P.M., July 18, 1950, at the Village Hall,
with the following Councilmen present:
George A. Frix, Mayor
Roy Mackenzie
Michael J. Franco
Absent: M. E. Reynolds
William E. Carpenter
Mr. Anderson, the Village Attorney, was also present.
Upon motion made by Mr. Franco, seconded by Mr. Mackenzie and
unanimously passed, the minutes of the last regular meeting were approved
as written.
Mr. C. F. Wheeler, member of the Library Board, appeared before
the Council to request further consideration of the Library budget for the
year 1950-51, which is in excess of the one mill of tax revenue. The Mayor
explained that under the Village Charter the Council could not allocate more
than one mill for the operation of the Library. Mr. Mackenzie thought that
we should get civic groups in this area to help raise money for the library
and also suggested that a barbecue be held in conjunction with the Volunteer
Fire Department for additional funds.
The Village Manager brought up the request of the Country Club
Advisory Board to spend $10,000 on repairs to the course from the current
year's budget. Discussion followed as to whether or not the work should be
done this year, but no action was taken.
Mr. A. W. Thomas of 557 N. E. 92nd Street, made a complaint to the
Council that the music from the Motormat Restaurant was very annoying to
him and asked that it be stopped. The Council ordered that the music be

stopped and if this order is not complied with, legal action will be
taken.
A conference was called for Friday, July 21, to discuss Village
budgets.
After a review of the unpaid bills, it was moved by Mr. Mackenzie,
seconded by Mr. Franco and passed unanimously, that they be paid.
Mr. Anderson reported that the Bessemer case was set for a hearing
before Judge Charles A. Carroll, July 20, and that he had invited Mr.
Robinson and Mr. Hofmayer to sit in on it. At their request he attempted
to have the case continued but this could not be arranged.
As per request made at the last meeting, the Village Attorney
reported that by law a funeral home could not oe operated under a fictitious
name, as in the case of Mr. Philbrick using the name of Miami Shores when
his establishment is not within the Village limits. The Mayor instructed
the Village Attorney to write to Mr. Philbrick accordingly.
