SPECIAL MEETING'.
MIAMI SHORES VILLAGE COUNCIL
July 7, 1949
A special meeting of the Village Council of Miami Shores Village,
Florida, was held at 7:30 O'clock P.M., July 7, 1949 at the Village Hall, for the
purpose of approving the proposed budgets for the Library, Golf Course and Village.
The following Councilmen were present:
George A. Frix, Mayor
M. E. Reynolds
Roy Mackenzie
William E. Carpenter
Michael J. Franco
Mr. Anderson, the Village Attorney, was also present.
The first item on the agenda was the Library budget. A letter from
the Library Board was read in which the Board made certain recommendations on
expenditures for the coming year and presented a budget in the amount of $15,900.00.
After discussion of the amounts set aside for an assistant librarian and book fund,
it was finally moved by Mr. Mackenzie that the budget as submitted be adopted.
Motion was seconded by Mr. Carpenter and passed unanimously.
The Golf Course budget was next to be considered. All stipulated items
of expense were accepted, with the addition of $1500 to be budgeted for services
rendered by the Village Parkway Department. Upon motion made by Mr. Carpenter,
seconded by Mr. Mackenzie and unanimously carried the Golf Course budget was
.adopted with the addition of $1500 mentioned above.
One of the citizens present again brought up the subject of having
sidewalks put in on 109th St. between Miami Ave. and N. E. 2nd Ave. It was
suggested that the Village Manager make a report at the next regular Council meet-
ing on how this might be accomplished.
After a review of unpaid bills for the months of June, Mr. Reynolds
moved that they be paid. Motion was 'seconded by Mr. Mackenzie and passed.
The last item on the agenda was to finally adopt the tentative Village

budget. The first item pending was No. 6, GENERAL STREET IMPROVEMENT FUND.
Upon motion made by Mr. Reynolds, seconded by Mr. Mackenzie and passed, this
item was reduced to $7,500.00.
Item No. 21, STREET LIGHTS. Upon motion made by Mr. Reynolds, seconded
and passed, this item was reduced to $8,922.50 by eliminating provision for new
street lights in the sum of $293.00.
Item No. 40A, FII1 , DEPARTMENT. By motion made by Mr. Reynolds, seconded
and carried.. Item 2. of 40A, salaries of two additional firemen, was reduced to
$200.00 per month, or a total of $4,800. The last item under this group, "Equipment"
in the amount of $2,000, was eliminated completely by Mr. Reynolds' motion, seconded
by Mr. Carpenter and passed unanimously.
Item No. 74A, NEW PLAYGROUND. This account was set up as follows by
motion made by Mr. Reynolds, seconded by Mr. Franco and passed unanimously:
74A - New Playground Reserve $2,860.00
74B - Playground Development 1,000.00
Item No. 81A, JANIx'OR. This item was reduced to $1,742.24 by a motion
made by Mr. Reynolds, seconded by Mr. Mackenzie and carried.
Upon motion made by Mr. Reynolds, seconded by Mr. Carpenter and carried,
MISCELLANEOUS REVENUE, Item No. 97, was increased by $1500 to correspond with the
amount assessed the Golf Course for services of the Parkway Department.
As a result of the reductions made in estimated expenditures, it was
possible to reduce the millage from 1;* to 11J and Mr. Reynolds moved that this be
done. Motion was seconded by Mr. Franco and passed unanimously.
