ORGANIZATION MEETING
MIAMI•SHORES VILLAGE COUNCIL
June 28, 1949
A special meeting of the Village Council of Miami Shores Village,
Florida, was held at 7:30 o'clock P.M., June 28, 1949 at the Village Hall, for
the purpose of electing a Mayor and making the other required municipal appoint-
ments. The following Councilmen were present:
Roy Mackenzie
George A. Fria
M. E. Reynolds
William E. Carpenter
Michael J. Franco
Mr. Anderson, the Village Attorney, was also present.
The meeting was opened by Mayor Mackenzie, following which the newly
elected Councilmen were inducted into office after having taken the oath of office
administered by Judge Stanley Milledge. Then upon nomination by Mr. Carpenter,
seconded by Mr. Reynolds, Mr. George A. Frix was elected Mayor for the coming two
years. After taking the chair, Mr. Frix, in behalf of the former Council,
presented Mr. Mackenzie with a framed scroll•in appreciation of his services
rendered as Mayor during the past two years.
The next order of business was the appointment of the following
officers: Village Manager, Clerk, Police Chief, Fire Chief, Attorney, Municipal
Judge and Associate Judges.
Upon motion made by Mr. Reynolds, seconded by Mr. Mackenzie and carried,
the Village Manager's term was set at two years. Than Mr. Reynolds moved that
C. Lawton McCall be appointed as Village Manager for two years. Motion was
seconded by Mr. Franco and passed unanimously.
By motion made by Mr. Reynolds, seconded by Mr. Mackenzie and passed,
the Village Clerk's term was set at two years. Mr. Reynolds then moved that
Mr. McCall be appointed to fill the office of Clerk for the next two years. Motion

was seconded by Mr. Franco and passed unanimously.
Mr. Reynolds next moved that the Chief of Police and Fire Chief be
appointed for a period of two years. Motion was seconded by Mr. Carpenter and
passed. . Then Mr. Carpenter moved that Stuart Senneff be appointed Police Chief
and Fire Chief for the ensuing two years. Mr. Franco seconded this motion and it
was unanimously passed.
The next appointment was the Village Attorney whose term of office
was set up as one year by motion made by Mr. Reynolds, seconded by Mr. Franco
and passed. Mr. Reynolds then moved that Mr. Thomas H. Anderson be appointed to
serve as Village Attorney for the next year. Motion was seconded by Mr. Mackenzie
and passed unanimously.
Mr. Reynolds moved that the term of the Municipal Judge be stated as
one year. Motion was seconded by Mr. Carpenter and passed.
It was Mr. Francois motion that the appointments of Municipal Judge and
Associate Judges be made on verbal nomination and secret ballot. Mr. Reynolds
seconded this motion and it was carried. Mr. James P. Reeder was unanimously pro-
posed and elected as Municipal Judge for the ensuing year.
Mr. Reynolds moved that two Associate Judges be appointed for one
year. Motion was seconded by Mr. Franco and passed.
Mr. Mackenzie then proposed S. Grover Morrow as Associate Judge for
one year. Mr. Franco proposed Thomas H. Teasley. Mr. Reynolds proposed Robert
F. Underwood and Mr. Carpenter proposed George C. Bolles, Jr. By secret ballot
each Councilman voted for two of the nominees, the results of which vote were
read by Mayor Frix, appointing Mr. Underwood and Mr. Bolles as Associate Judges
for a term of one year.
Mr. D. W. McCravy of 9426 N. W. 2nd Ave., presented a petition signed
by residents of N. W. 2nd Ave., requesting that the Council take action to have

the bus service on this street abolished. Mr. Reynolds moved that this petition
be accepted and taken under advisement so that the Council and Village Manager
can look into the matter. Motion was seconded by Mr. Franco and passed unanimously.
Mr. Earle Dutton of 574 N. E. 95th 5t. suggested to the Council that
the office of Village Attorney and Village Prosecutor be combined as one. Mr.
Reynolds stated that it has been the custom in the past to appoint a prosecutor
in individual cases. Upon motion made by Mr. Carpenter, secomded by Mr. Mackenzie
and carried, action was deferred on this subject and taken under advisement until
the next regular meeting of the Council.
The next item on the agenda was in further regard to the purchase of
additional playground area. It was Mr. Khoury's suggestion that the Daddies Club
might be interested in assisting the Village in this project and suggested that
Mr. Carpenter, as an officer of the Daddies Club, coordinate the ideas of the Club
with the Council. Mr. Reynolds thought this purchase should be deferred until a
review has been made of the budget. Mr. Carpenter moved that action be deferred on
this subject until the next regular Council meeting. Motion was seconded by
Mr. Reynolds and passed unanimously.
Resolution No. 297, required by the Hank, in order that the new Mayor
will be empowered to sign checks, was unanimously adopted after motion made by
Mr. Reynolds and seconded by Mr. Carpenter.
Meeting adjourned at 8:25 P.M.
