07-06-1948 Regular Meeting 187 MINUTES OF REGULAR MEETING MIAMI SHORES VILLAGE COUNCIL July 6, 1948 The regular semi-monthly meeting of the Village Council of Miami Shores Village, Florida, was held at 7:30 o'clock, P.M.,- July 6, 1948 at the regular meeting place of the Council at the Municipal Office, with the following Councilmen present: Roy Mackenzie, Mayor L. J. McCaffrey M. E. Reynolds George A. Frix Absent: Howard I. Parish Mr. Thomas H. Anderson, village attorney was also present. After reading of the minutes of the last regular meeting held June 15 and a special meeting held June 29, Mr. McCaffrey moved that these minutes be approved as written, which motion was seconded by Mr. Reynolds and unanimously passed. The next item on the agenda was the election of a mayor for the coming year. After discussing the advisability of putting off the election until a full Council was present, it was decided by reference to the Charter that such an election should be held at this meeting. Motion was made by Mr. Reynolds that Mayor Mackenzie be appointed to serve for another year, which was seconded by Mr. Frix and passed by a 3-1 vote, with Mr. Mackenzie dissent- ing. The recommendation of the Planning Board concerning home occupations was the next item for consideration. Mr. Reynolds moved that this be submitted to the Village Attorney to rewrite the ordinance to comply with said recommend- ation. The motion was seconded by Mr. Frix and unanimously passed. 188 185 -2- After considerable discussion concerning the purchase of a 501 lot from Mr. John Kennedy, no action was taken. The Village Manager next reported to the Council that the Library Board was now complete with the following members and terms of office: Mrs. Edwin T. Reeder 1 Yr. Term Mrs. Wm. Walker, Jr. 2 Mrs. Haygood Lasseter 3 Mr. C. F. Wheeler 4 n n Mrs. Wm. N. Brockway 5 " n The last item on the agenda was the 1948 tentative budget and tax roll. Copies of this budget were distributed to the Council by the Village Manager. After making various changes, the millage was reduced from 13 to 1* and the total tentative budget set at $303,610.76.
