MIAMI SHORES VILLAGE COUNCIL

A regular meeting of Miami Shores Village Council was held May
1948 at 7:30 P.M. with all members of the Counci-I present. Mr. Thomas
H. Anderson, village attorney, was also present.
A Street Map of North Dade County with advertising blocks, pre-
pared under the auspices of the North Dade Chamber of Co,.merce, was presented
to the Council, its purpose being to publicize through the sale of advertising
space the various businesses of the respective areas. Council was asked to
purchase an advertising block, but felt the Village would have no purpose in
such advertising and it was up to the individual merchants of the community
to buy space if they so desired. Since it was the feeling of the Council that
any financial support given the North Dade Chamber of Commerce should be in the
form of membership, Mr. McCaffrey moved that the request should be rejected.
Motion was seconded by 11r. Reynolds and unanimously carried.
Village Manager brought before the Council a proposed bus stop at
95th Street and NE 2nd Avenue on the southwest corner. Village Manager stated
Miami Transit No. 10 bus is from 7th Avenue across 95th Street to Miami Avenue
then north to 96th Street and south at NE 2nd Avenue; the proposed route to be
straight across 95th Street to NE 2nd Avenue and then south. Village Manager
stated the two bus companies operating in the Village had agreed with the Police
Chief to finance jointly the cost of placing a Street awning shelter over the
proposed bus stop, and after discussion Mr. Parish opposed the awning shelter,
location being in a residential area. Mr. Frix then moved that the Village
allow the bus stop at 95th Street and NE 2nd Avenue with the proviso that when a

permit is requested for construction of a residence on the designated corner
lot immediately behind the bus stop that the facilities be removed if request-
ed by the property of-mer. I•lotion was seconded by Mr. McCaffrey and carried
four to one with IIr. Parish opposing.
Next business to come before the Council was the closing of package
liquor stores on any day of a general, special or primaxy election as now im-
posed on the merchants of the Village, and it was the feeling of the majority
of the Council that because of the nearness of adjoining communities where liquor
stores are open on such days and there are no requirements to close under State
law, it was discriminatory against the merchants of the Village to have them close.
After discussion IIr. McCaffrey moved that Ordinance No. 11.2, Section 17, para-
graph rrer' be repealed. notion was seconded by Mr. Reynolds and carried three
to two -with Councilmen Parish and Frix dissenting.
Mr. Olson of 104th Street appeared and suggested to the Council
that all garbage cans be placed under Lround and the suggestion was taken under
advisement.
Cost of the City Hall Bond Election was discussed and Mr. Frix
moved that the necessary funds be appropriated from whatever available account
to pay for the advertising. Motion was seconded by I1r. :,1cCaffrey and unan-
imously carried.
A list of proposed members of Miami Shores Library Bgard was presented
and the following were appointed to serve for the term designated opposite their
name:

Zoning Ordinance No. 92, Section Z-6 wherein a school or church
is permitted anywhere in the Village was discussed after Mr. Frix raised the
question the Code does not forbid erection of churches or schools in any loca-
tion. Xr. Reynolds moved the matter of ascertaining whether the Zoning Code
should be amended and to what extent be referred to Planning Board for recom-
mendations to the Council within thirty days, Motion was seconded by Mr. Parish
and unanimously carried. t,
Village Manager read a Motion adopted at Planning Board Meeting of
April 27, 191+8 reading as follows:
"Motion made by IYIr. Schneider, seconded by Mr. Teasley, that the Village
Council request the City Attorney to prepare an appropriate Ordinance
covering the construction of residences in Miami Shores under owner builder
licenses, requiring owner builders to qualify as licensed general con-
'tractors, for building more than one house, such Ordinance to be amend-
atory to Section B-368, par (d) of Ordinance 97".
On motion of Mr. Frix, seconded by Mr. Parish and unanimously carried, the fore-
going Motion was adopted.
Mr. Oscar Dooly's request to close the street fronting his home at
96th St. and N Bayshore Drive was discussed, and after considering the annoyances
caused by spooning couples in parked automobiles throughout day and night, it was
the feeling of the Council that posts could be erected as a barrier to vehicular
traffic. Access to lot immediately adjoining Mir. Doolyts property was considered
and Council felt if Mr. Dooly could acquire title to that property it would
facilitate placing posts. However, Council stated if Mr. Dooly could not acquire
titld to adjoining lot and a residence were built thereon, posts would have to be
removed. Village Manager was directed to inform Mr. Dooly of Cowicil's action.
