AFIRIL 22, 1948
A special meeting of the Miami Shores Village Council was held on
April 22, 1948 at 7:30 P.M. with all Councilmen present. Mr. Thomas H.
Anderson, village attorney, was also present.
The Village Manager again brought before the Council the viciousness
of the doberman pincher owned by Dr. Gour and additional complaints which
had come to him and said he had informed Dr. Gour the animal must be removed
from Miami Shores Village by 12 noon, April 23, 1948; otherwise a warrant
would be issued for Dr. Gour's arrest.
The next business to come before the Council was the placing of the-
order for the Mi-Co Meters. The Village Manager reported that the Miami
Shores Business Men's .Association had passed a resolution endorsing the
proposed meter. The Council was in accord with placing the order on a trial
basis and Mr. UcCaffrey moved that we enter into a- contract with the hli-Co
Neter Co. for the number of meters that the Police Chief will designate on a
nine-month trial basis. The motion was seconded by Mr. Frix and unanimously
carried.
The Village Manager was directed to have aprons paved on 95th Street
on both sides of N.E. 2nd Avenue if sufficient funds are now available for
this purpose. Also, installation of parking meters on 95th Street should be
for parallel parking and not angle parking.
The Village Manager stated in the discussions concerning City Hall-
Library combination building, it was overlooked that the site designated for
the Library on the East side of N.E. 2nd Avenue, according to the deed, would

revert to the donor if it were not used for library purposes within three
years after the cessation of World War II hostilities, and purpose of meeting
was to obtain consent of Council to approach Mr. Brockway to see if he would
agree on a design of a library which could be built on the designated library
site for $50,000 and start it immediately. Uayor Mackenzie stated that in
a meeting with Mr. Burnham of Russel Pancoast Associates today, Mr. Burnham
suggested that the Village go ahead with the money in the library fund which
amounts to $55,700 and build in such a way it could be added to at a later
date; also go ahead and build a City Hall across the street in modified form.
Mr. Burnham further stated, he said, that the original plan would not have to
be changed much to do that, and that if it were necessary for additions in
the future, they could be provided for. Mr. V&eeler, present at the meeting,
felt 141 . Brockway would be agreeable to this library plan. After discussion,
Mr. Reynolds moved that the Council appoint Mr. 'feeler to contact Mr. Brockway,
donor of the library funds, with the request that he have an architect of his
choosing prepare appropriate plans consistent with the existent library funds
so that the Village can proceed with immediate construction. The motion was
seconded by Mr. McCaffrey and unanimously carried.
Mr. i7heeler asked permission of the Council to contact Mr. Brockway
on the telephone immediately and read the foregoing motion to him and obtain
Mr. Brockway's reaction. Mr. Wheeler immediately telephoned Mr. Brockway
and reported back to the Council Mr. Brockway's statement on hearing the
foregoing motion, "Thatts fine".
Yx. Reynolds then moved that Russell Pancoast & Associates be
requested to submit to the Council revised plans for the City Hall on a

reduced scale from those originally prepared. 1,:otion was seconded by
Mr. Frix and unanimously carried.
liar. Wheeler asked the Council for authorization to work with some
local architect in the Shores on the Library structure, stating Mr. Brockway
feels it would be better to have a local architect, rather than long
distance contact with Carl Clerk in New York. Mr. 'Wheeler then asked the
Council to give him authority to go ahead on that basis and work it out
himself and submit it to an architect and give him authority to obligate the
library fund for a fee not to exceed 4% of the estimated cost. Mr. Parish
moved that authority be given Mr. Ftheeler to employ an architect to work
with him on the plans for the Brockway Library at a fee not to exceed four
per cent (4%) of the estimated cost- of the Library, said fee to be paid from
the Library fund. Motion was seconded by Mr. Frix and unanimously carried.
The meeting adjourned at 9;30 P.A .
