April 69 1948
A Regular Meeting of Miami Shores Village Council was held
April 69 1948 at 7330 P.M- with ala memibera of the Council present.
The Village Attorney in his absence from the City was represented by Mr,
Nedeauo
Council dispensed with the reading of the Minutes of Special
Meeting held on March Us and Regular Meeting of March •16e 1948 and
approved them as written.
Complaints about cars being parked all day on NE 2nd Avenue
and adjacent streets were brought before the Council and possible means of
eliminating these conditions were discussed* Chief of Police reported
on the installation of parking meters in municipalities of comparable size
and stated the results were most satisfactory from, both a relief and revenue
standpoint. We Parish then moved the Village Manager be instructed to
investigate the parking meter situation and report back to the Council
installation cost, how many would be needed and other pertinent information,
Motion was seconded by Mre Fria and unanimously carried*
The 25v easement in River Bay Park Addition on NE 104th Street was
again discussed by the Councile Mre Ferber original owner of the property
in that section stated he was unaware of representation made when the lots
were sold to individuals, he never intended making it a public street# and
it was dedicated as a public street when he received the plat, He further
stated he had no interest in whether it remained a public street, or the

Council's decision to abandon it, and would accept Council's direction
which would be in the best interests of Villages Mr. Searing and Mr.
Moyer, real estate brokers, were also present and contended that Mr. Ferber
had represented in his statements to them that the purchasers of property
on the south side of the Street would enjoy water rights through that ease.•

it would be unfair to the purchasers of the property, based on this under-
standing, for the Village to abandon the easement and permit it to revert
back to Mr. Ferber for mhatever purpose he chose. Since Council felt the
subject merits further consideration, action was postponed.
Village Manager brought before Council the heavy duties of the
Building Inspector and stated that within a short time it may be necessary
to have approval of Council in employing on part time basis a Plumbing
Inspector and Electrical Inspector.

vacation period was submitted and on motion of Mr. Parish, seconded by Mr,
Reynoldsq and unanimously carried, it was directed that the aforementioned
three men be paid the stated amount.
Faulty electrical installations by licensed contractors were dis-
cussed and it was the reoomendation of the Council that licenses to do work
in Miami Shores should be revoked in such instances by the Building Inspector.

concerning these and report back to the Village Manager; the subject to
be brought before Council at its next meeting, at which time it was
recommended a representative of the F.E.C. could be present.
Mrs. Finch original owner of 500 lot on south side of glst Street,
El Portal Subdivision, was present to obtain permission of Council for new
owner to build on it, and stated that since the property was owned by her
prior to annexation by the Village when it was permissible to build on 5019
she felt Council should approve the application, After discussion, Council
directed application to build on 501 should be rejected, but recommended the
Village Manager contact the adjoining property owner, Mr. Scott* and try to
work out a satisfactory arrangement•
Office alterations in present Village Office were brought before
Council and it was directed the Village Manager buy absolute necessities
such as awning, and make minor changes as cheaply as possible*
Mr. Frix moved that the Village set up another Village Bond Election
on the City Hall in compliance with the requirements of the law, to be held
May 119 19489 said election to be prefaced with suitable and adequate ad-
vertising, and that the following Resolution be adopteds

YM9 Miami Shores Village lacks adequate office facilities for
the administration of the Village and there is an imperative need for a
building which will provide such facilities; now, therefore,

Section 1. For the purpose of paying the cost of constructing
and equipping a building for village offices and administration, there
shall be issued' subject to the election hereinafter provided for, the
negotiable coupon bonds of Miami Shores Village in the aggregate principal
amount of $125*000t bearing interest at the rate of five per centum (5%)
per annum- unless the Village Council shall be able to sell all or part of
the bonds bearing interest at a lower rate or rates* such interest being
payable semi-annually on the first days of May and November in each year*
and maturing annually* May 1*. $69000 in each of the years 1949 to 1963*
inelusiveg, and $7#000 in each of the years 1964 to 1968* inclusive.
Section 2, A special election is hereby ordered to be held on
Tuesday, May 11* 1948! for the purpose ct submitting to the qualified
electors of Miami Shores Village who are freeholders therein the question
whether such bonds shall be issued.
Section 3• Notice of said special bond election shall be given
(a) by publication in the MIAMI ._ a newspaper published in Dade County
and of general circulation in the Village, and The Suburban Reviewp a
newspaper published in the Village* such publications to be made at least
once in each week for four consecutive weeks before said election* the date
of the first publications in such newspapers to be at least thirty days before
said election, and (b) by posting copies of said notice in at least ten
different public places within the territorial limits.of the Village at least
thirty days before said election, which notice shall be in substantially

As ordered by a resolution duly adopted by the Village Council
of Mialm. Shores Village, Dade County, Florida, on April 69 19480, a special
bond eleation, will be held on
Tuesday* May 110 1948
between the hours of 7 o'clock A.M. and 7 o'clock P,M,* Eastern Stabdard
Time, at which election there will be submitted to the qualified electors
of Miami Shores Village* Dade County, Florida* who are freeholders therein,
the following questionv:
Shall Miami Shores Village* a municipal
corporation in Dade County,, Florida,, issue
its negotiable coupon bonds in the aggregate
principal amount of $125:000* bearing in-
terest at the rate of five per centum (5%)
per annum, unless the Village Council shall
be able to sell all or part of the bonds
bearing interest at a lower rate or rates*
such interest being payable seam-annually on
the first days of May and November in each
year* and maturing annually, May 19 $60000
in each of the years 1949 to 1963: inclusive,
and $70000 in each of the years 1964 to 19680
inclusive, for the purpose of paying the cost

Said election will be held at the Municipal Office of Miami Shores
Village, the place where elections are usually held in said Miami Shores Village*
The registration books will be open at the office of the Village Manager from:

Poore on each day*. Sundays, holidays and half holidays excepted, until and in-
cluding May 5* 19489 for the registration of persons qualified to vote at said

are qualified electors residing in said Miami Shores Village.

The following election officers have been appointed to conduct
said elections

If said bonds shall be issued, an ad valorem tax will be levied
annually upon all taxable property in Miami Shores Village sufficient to
pay the interest on and the principal of said bonds as such interest and
principal shall became due.

Section 4* Said special bond election will be held at the
Municipal Office of Miami Shores Village, and Arthur B. Fuller and H.M. Gunn,.
are hereby appointed as Inspectors of Election and Earle L. Dutton as Clerk
of Election for said special band election, each of whom is a resident and
registered qualified elector of the Village.
Section 5• Only qualified electors of Miami Shores Village who are
freeholders therein will be permitted to vote at said special bond election,
and the Village Manager is hereby directed to furnish to the Inspectors of
Election and Clerk of Election herein appointed a certified list of all the
qualified electors who are freeholders residing within said Village.
Section 6. The form for the ballot to be used at said election shall
be substantially as follows:

Motion was seconded by Mrs MCCaffrey and carried, Mr. Reynolds recommended
the freeholders be given full information concerning the proposed City Halls
giving dimensions of building, to be told in advertising where to cane to
see plans of buildings exact location where we intend to builds how much it
is going to cost and that we got the costs from the architect* Mrs Parish.

recommended a public hearing to publicize it but it was the feeling of
the Council a sufficient number of freeholders could not be aeecmodated in
the Comnnanity house and best means would be through advertising.
Renting of rooms by residents of single family dwellings was die-
cussed and while Council feels unfavorable to such practice, it was decided
that the attitude of the property owners should be gotten$ and on motion
of Mr. Frix, seconded by Mr.-Parishg and unanimously carried, Village Manager
was directed to send a letter to all property owners asking whether they are
in favor of renting roans and whether they would like the Village to pass
an Ordinance permitting the practice. Council stated the renting of rooms
is prevalent and is in violation of existing Ordinance, but the governing
desire of the people must be considered and any decision would be based on
letters returned,
On motion of Mr. Reynolds, seconded by We Pariahs and unanimously
earriedp Council called a special meeting for Tuesday, April 139 and suggest-
ed the calendar be made up of Parking Areae Gravel Pitq 51 Acres, and City
Hall so that immediate action may be taken on these pending items.
Mr, Reynolds movedq seconded by Mr. Frix and unanimously carried
that Miami Shores Village become a Contributing Member of the Dade County
Law Enforcement Institute by a contribution of $100•
