12-16-1947 Regular Meeting MINUTES OF REWLAR MEETING MIAMI SHORES VILLAGE COUNCIL December 169 19+7 1 Regular Meeting of Miami Shares Village Council was held at 7s30 PM December 16, 1917 with the following councilmen presents Mayor Mackenzie Mr. McCaffrey Mr. Reynolds Mr. Frix Mr. Parish, being ill, was absent. Mr. Thomas H. Anderson, village attorney, was also present• Council dispensed with the reading of the Minutes of Regular Meeting of December 29 19479 and Special Meeting of December 69 1947 and approved them as written. First business to come before the Council was consideration of a peti- tion presented by Mr. H. L. Clark, Jr. having been signed by twenty-three licensed builders and asking that the Council adopt the Miami Building Code as suggested by the Regional Planning Board of Dade County and the Building In- spectors of the greater Miami area. After some discussion Mr. Reynolds moved that Miami Shores Village adopt the City of Miami Building Code as it applies to construction only, effective immediately. Motion was seconded by Mr. McCaffrey and unanimously passed• Council then received report from Mr. S. We Richardson, engineer appoint- ed to survey and write specifications on the pending street resurfacing program and upon motion made by Mr. Reynolds, seconded by Mr. McCaffrey, and unanimously carried. Council instructed that the Village Manager secure bids on the street SS S 1 Y I ♦ ♦ f � a r ♦ f l f _ � ? 1 I resurfacing program in accordance with specifications as prepared by our consulting engineer, Mr. Richardson, said bids to be opened at 700 PM on January 6, 1948. Council then discussed its previous action in approving the inclusion of seven and a fraction lots located in Miami Shores Estates subdivision which action had been requested by Mr. Jay A« Weber and upon motion made by Mr. Frix, seconded by Mr. Reynolds, Ordinance No.180 -was unanimously adopted, said Ordinance being entitled "An Ordinance annexing contiguous lands by extending the northern Boundry line of the Village from its present location, viz: To include that part of Miami Shores Estates a subdivision recorded in Plat Book 479 Page 58s Public Records of Dade County, Florida, lying north of the north line of the southwest quarter of the southwest quarter Section 329 Township 52 South, Range 42 East.N Council received a letter of appreciation from Mrs. Ida H• Blcmeley for the Village's part in giving shelter to refugees during the recent flood. The Village Manager read a paper written by Mr. McCullough shortly after last Hallowleen which was to have been printed in the "Villager" but the "Villager" ceased operations, and the Council instructed that the article be mimeographed and mailed to all parents in the Village along with a letter from the Village office making explanation and calling attention to the seriousness of the situation. The Council then discussed the matter of employees' salaries and approved the following salary inereasess All employees, except the Superintendent, who have been employed by the Village more than three months in the Parkway, Garbage and Lot Cleaning Departments to receive a fifteen (15%) percent increase in pay; 98 �� a 4 • 1 { } Z a 1 1 7 r � h ♦ + � l J F > -3- the Bookkeeper to be increased to $250* a month; office Secretary to $210. a month; office Clerk to $190, a month; Chief of Police to $4,500 per year and Village Manager to $69500 per year; the two policemen in the Police Depart- ment with more than two years service who did not receive an increase in pay on August 11, 1947 to be increased to $260@ per month; these increases in pay to be effective as of January 19 1948. It was decided to discontinue the former practice of giving cash Christmas gifts as this is not a proper municipal procedure.
