11-25-1947 Regular Meeting mnRm OF RWULAR MEETING MIAMI SHORES VILLAGE COUNCIL November 259 1947 - - - - - - Regular Meeting of Miami Shores Village Council Was held at 7:30 PM November 259 1947 with all Councilman present. Mr. Thomas H, Anderson, Village Attorneyp was also present. Council dispensed with the reading of the Minutes of Regular Meet- ing of November 49 1917 and approved them as written, Mrs. Ethel M. Hauk appeared before the Council in connection with her property lots 30 to 35 inclusives. block 239 E1 Portalq, on which The Texas Co. previously made application for a permit to build a gasoline station. The possible hazards involved in permitting a filling station m the site in Question were discussed and on motion of Mr. Reynoldsq. seconded by Mr. McCaffrey$ and unanimously carried the Village Manager was instructed to contact Mr. Reeder, Traffic Engineer for the City of Miami,, requesting him. to make a study of the intersection and submit appropriate recommendations for better control of traffic: at the intersection of 6th Avenue and Biscayne Boulevard, and that if the survey indicates no particular traffic hazard by reason of installation of the gasoline station on the property in question, a permit be issued. The Village Manager then read a letter from L.J. Cusbman and Helen Cusbman of 45 N.E. 104th Street asking that sidewalks be laid on the block in which their home is located, designated as bounded on the north by 105th Street; on south by 104th Street; on east by N.E. 1st Ave, and west by N. Miami Avenue. Council instructed the Village Manager to make a survey of the property owners to determine how many property owners are agreeable to the expense in the 99 5 , , -2- laying of the sidewalks requested, A proposed Ordinance regulating car rental businesses was then dis- cussed and Mr. Frix moved that the Village Attorney be instructed to draft an Ordinance permitting the operation of rental car businesses in the Village; that a $200 license fee be charged, and in addition a fee of $10.00 for each car; that the Village require the owner to have the cars inspected by our Police inspection bureau each month on or before the beginning of the calendar month, and that the owners be required to carry Property Damage and Public Liability Insurance of 5/10/5000 on each automobile; further, that the storage of such automobiles be limited to three cars within the confines of the limits of Miami Shores Village. Councilman McCaffrey questioned the motion and in voting "no" stated he was opposed to the issuance of the license in its entirety Councilman Parish voted "no" stipulating he approved issuance of the license, but opposed the three car limitation* There were three affirmative votes for the motion namely, Mayor Mackenzie, and Councilmen Frix and Reynolds, with Mayor Mackenzie stipulating that he voted for the motion due to the fact that the gentleman who requested the license for the car rental business stated he would not have more than two or three cars on the lot at any one time, The next business to come before the meeting was the audit bill of Ring. Mahonyy & Arner in the amount of $900, as ccmpared with the $600 charge originally set by the auditing firm. Mr. Ring was present and stated since the $600 amount was mentioned,, the Village has grown tremendously with an increase of fifty percent in expenditures and fifty percent in tax roll. He further stated that as our records are kept, in order to prepare an audit report it is �� a r -3- necessary to do a lot of analysis work, and with the checking in detail of every item and disbursement the Village makes, many more hours are spent. Council was convinced the additional charge was warranted and on motion of Mr. Frix, second- ed by Mr. Parish, and unanimously carried it was directed that the bill of Ring, Mahony & Arner be approved and paid, The Council heard Mr. Tohn Greeson who asked for a permit to place benches at various bus stops in Miami Shores, said benches to carry advertising on the back rest of the benches, Council felt these benches are something the people of the Village will welcome and directed the Village Manager to prepare a Resolution covering same. On motion of Mr. McCaffrey, seconded by Mr. Frix, and unanimously carried it was directed that permission be granted to put benches at bus stops for one year and that the color scheme be green with yellow letter- ing; the license fee to be $1.00 per bench per year. Village Manager then brought before the Council the program of street resurfacing and suggested that an engineer be employed to make a survey of the streets and submit recommendations* Om motion of Mr. Reynolds, seconded by Mr. Parish, and unanimously carried the Village Manager was instructed to employ the services of a capable engineer to inspect and recommend to the Council loca- tions to be paved, and to prepare and submit detailed specifications as to type and mix he recommends block by block. City Hall plans were then discussed and it was the feeling of the Council that if it is possible to remain in the present quarters at a rental with- in reason, it should be done. At the conclusion of the Planning Board Meeting held in the Village office this same date, all members of the Planning Board entered the Council meet- 33 ) r ) ) ) ) A w ) ) 1 -4- ing to discuss the increasing number of single family residence drawings having outside entrance to bedroanss and read to the Council the motion adopted by the Planning Board at the meeting as follows: "Motion made by Thomas H. Teasley, seconded by G.R. Khoury, -.that the Planning Board recommend to the City Council, that the � Code of the Village be amended in such a manner as will be required or necessary to prohibit the building of any house in Miami Shores which has an outside entrance to any bedrooms or which will prohibit the improvement of any existing structure to effect a similar use of the property.' and on motion of Mr. Frix,, seconded by Mr. McCaffrey, Council directed the Village ,Attorney to prepare an amendment to the Zoning Code in accordance with the recom- mendations as submitted by the Planning Board.
