11-04-1947 Regular Meeting mn;UTES REGUIM NESTING MI= SEORE S vIIi" CouNciL November 49 1947 Regular Meeting of Miami Shores Village Council was held at 7130 P.M• on November 49 1947 with all. Councilmen present* Village Attorney, Mr. Thomas H, Anderson, was also present. Minutes of a Special Meeting held October 159 1947 were approved after correction. On motion made by Mr. Reynolds, seconded by We Parish, Council adopted Resolution No. 282 offering cooperation in the establishment of flood control in this area. Council received an application from He Be Massey for a license to operate an automobile rental business* but as no regulations for such a business had been established, action was postponed and the Village ,Attorney instructed to prepare an Ordinance establishing license fees and regulations for U-Drive-It businesses. Several residents of N.E. 107th Street appeared before the Council to protest two bus lines operating' on said street between N.E. 2nd Avenue and N.E. 4th Avenue and the Village Manager was instructed to ask the County to pave a street north of 107th which the Coast Cities Coach line is desirous of using which would relieve congestion on 107th Street* Council granted Leonard Re Simcn, disabled war veteran, a permit to operate a mobile market in the Villages, We McCullough, publisher of the "Villager" announced a meeting to be held on November 6 at 3 o'clock concerning behavior of teenagers in 901 105 a - x a -2. the Village. Council received recommendation from the Planning Board to the effect that in cases where home owners had been required to enter garages, from the alleys, the alleys be resurfaced and that sbrubbery be trimmed along the edges and on motion by Mr. Reynolds, seconded by Mr. McCaffrey Council instructed that the recommendation of the Planning Board be carried out. Council also approved Planning Board recommendation that George Duval] be granted a permit to build two houses on lots 109 ll, 14 block 19 El Portal according to the plot plans submitted and on file in the Village Off ice. Upon motion made by Mr. Reynolds* seconded by Mr. Fria? Council decided not to participate in a Supreme Court hearing involving suit con,- earning the apartment building erected at 150 N.E. 96th Street by C. F. Wheeler# with Mr. Parish dissenting. Village Manager was instructed to ask all residents of the Village for their cooperation in beeping alleys clear of debris. Council discussed the speed limit on Biscayne Boulevard• Mr. Parish volunteered to prepare sketches for new speed limit signs and submit them at the neat meeting of the Council. A letter was received from Ring, Mahoney & Arner, auditorsq stating they felt $900. to be a reasonable fee for the last Village audit, and the Village Manager was instructed to confer with Mr. Ring concerning the pro- posal made by Mr. Ring last year wherein he would do the auditing once a year for $600,6 0L � 169 t Pillage Manager was instructed to prepare bids for street repairs as soon as possible and take the necessary action to prepare for the sale of Certificates of Indebtednessg the proceeds to be added to the general stree-t fund of the Village in carrying out a program to cost approximately $65g000. On motion made by Mr. Reynolds, seeoaded by Mr. Frix, Councilman McCaffrey and the Village Manager were instructed to attend the meeting of the Florida League of Municipalities, November 16-189 at 8t. Petersburg. After examination of current bills, We Reynolds moved that all bills be paid with the exception of the Ring, Mahoney & Arner bill.
