10-07-1947 Regular Meeting MUTES OF REGULAR ME3rDD MIAMI SHa W VILLAGE COUNCIL October 79 1917 A regular meeting of Miami Shores Village Council was held October 7. 1947 with the following members presents Mayor Mackenzie Mr. McCaffrey Mr, Reynolds Mr. Thomas H. Anderson. Village Attorneys was also present. Mr. Fri= entered the meeting as it was about to adjourn, Mr. Parish was absent. also Mr. McCall who was on vacation* Council dispensed with the reading of Minutes of Regular Meeting of September 16; Minutes of Joint (Closed) Meetings of Miami Shores Village Council and Planning Board held at 7s30 P.M. September 24 and September 30 respectively; also Minutes of Special Meeting of the Council held September 30 following the adjournment of the Joint (Closed) Meeting on that date* Mayor Mackenzie then read a letter from the Village Attorney giving the status of Miami Shores vs Edwards litigation. The Village Attorney stated in this connection that the case is set for a hearing October 17• The matter of Occupational. Licenses now being issued at half-year charge was presented by the Building Inspector who requested Council instruc- tions as to what license fee should be charged firms not previously licensed when application for such license is made toward the end of the license years as he felt it was somewhat unfair to charge a fish for a six-months license when the license would expire in a month or so* We Reynolds moved that the Building Inspector be authorized to pro rate Occupational Licenses on a TTT 113 p . 3 Y 1 ' 3 .02. monthly basis after May 1 of each year for each month or fraction thereof until date of expiration of the license, and if the period is less than one month, the charge is to be for one month. Motion was seconded by We McCaffrey, and unanimously carried. We Hale, representing the First Federal Savings Bank, Miami, presented objections to the shingle the being used by many contractors and the lack of ventilation in roof construction, demonstrating by sketch the type of roof construction the First Federal Savings Bank disapproves. We Koh=l of the Miami Roofing ComparW was also present and e3;plained their construction methods, Council saw a sample of a finished roof by the Miami Roofing Company, and it was the general opinion of the Council members present that the roofing tile of the Miami Roofing Campaay is perfectly satisfactory The Building Inspector mentioned the recently enacted Ordinance prohibiting the starting of construction work before 7830 A,Me did not cover a time limit after darkness for stopping. It was the feeling of the Council 7 P.M. should be the hour and only under special conditions or an emergency should permission be granted for night work. Final action was deferred on this until the next meeting of the Council. Mr. Burnham placed before the Council the City Sall final drawings* Mr. Russell T. Panooast, architect, was present. Explanation of the various features was given and agreement reached on the elimination of the back wing of the building before bids are obtained, addendum to the drawings covering this elimination to be made by the Architect, Mr. Pancoast felt that due to the pressure now upon the larger contractors occasioned by their existing work and the uncertainty of just when these jobs will be completed, it was SII X11 . . .. , . ` u waw his opinion that a better bid would probably be obtained if bids were not taken before the middle of December by which time the contractors would know better how they are coming out on their existing jobs and how the material market will be the first part of the year* Facing the fact that the Village Office must vacate its present premises. Mr. Reynolds suggested the purchase of Quonset huts for the temporary housing of the Village Office until the completion of the City Hall, after which these Quonset huts could be moved to a proper site in the Village and used to house the garage, shop* and nursery Mr. McCaffrey moved, seconded by Mr. Reynolds# that the communica- tion from the Florida State Improvement Commission be tabled* Mr. Reynolds then brought before the meeting the grave necessity for the drainage of water in the business district even during normal rains and requested that Storm Sewer System installation for the business district be carried on the next agenda.
