This meeting was called for the purpose of discussing with local
representatives of the architectural and engineering professions the problems
confronting the Village in connection with flat roof structures• The dis-
cussion covered such matters as safetyg both as to structural design and roof
surfacing, appearance, insulation4 and the question of the propriety or
desirability of allowing the construction of this type of residence in blocks
or areas now predominately occupied by more conventional structures•
Under existing requirements of the Village Building Code pertaining
to the construction of flat roof structures it would be practically impossible
to properly design a flat roofed residence* It was the consensus of opinion

of the members of both the Council and the Planning Board that it was not
their desire to impose a rigid ban on so-called (modernistic" dwellings or
dwellings with flat roof construction but that they did insist upon the right
under our Building and Zoning Codes to disapprove designs which4 in their opinion,
were too radical or which would prove to be too conspicuous in any given area*
In general, the feeling of the Council and Board Members was,that flat roofed
dwellings having but one roof level would came under the classification of
being undesirable unless such designs were given other special architectural
treatment that would soften or otherwise detract fran the straight line of the
roof.
It was agreed by the Council, the Planning Board, and the visiting
architects that a major problem was involved in attempting to draw a defilbite
line of demarkation between good and bad (in the opinion of the Council and
Board) modern architecture. It was suggested by Mr. Parmelee that the archi-
tects be requested to submit preliminary sketches to the Planning Board for
discussion before preparing working drawings. In this way the architects would
soon became familiar with the opinions and desires of the Planning Board and
the Board in turn would receive much benefit from their discussions with the
architects.
