09-02-1947 Regular Meeting MINUTE'S REGUW MEETING MIAMI SHORES VILLAGE COUNCIL SEPTMMER 2, 1947 A regular meeting of Miami Shores Village Council was held September 2, 1947 with the following councilmen presents Mr, McCaffrey Mr. Reynolds Mr, Parish Mr. Frix Mr. Thomas H. Anderson, Village Attorney, was also present. Mayor Mackenzie out of the City on vacation,was absent. Council dispensed with the reading of the Minutes of Regular Meet- ing of August 199 1947. The first business to coarse before the Meeting was the recoanmenda- tion of the Golf Club Directors that because of economic advantages, the looker roam addition be constructed concurrently with the dining room addition. On motion of Mr. Parish, seconded by Mr. Reynolds, and unanimously carried, the Golf Course Directors' recommendation was approved, but if it appears that the $509000 maximum appropriation will not complete both the locker room and the dining roam, that the dining room be given preference. The proposed golf course swimming pool was then discussed and Mr. Reynolds moved that the Village Manager be instructed to contact the Golf Club Directors requesting them to appoint a committee as they deem advisable to investigate types and design of swimming pools, and also to further the study as to a proper location for said pool with the view of having all details and plans in hand so as to start construction at the earliest possible date. Motion was seconded by Mr. Frix and unanimously carried. t7l 123 , , , , , 3 -2- Resolution from the County Commission regarding the vaccination of dogs was read by the Village Manager and Mr. Parish moved that all residents of the Village be notified that Ordinance Noe 14 is to be strictly enforced and that the inoculation of domestic animals must be complied with not later than September 30; further that such animals wear evidence of the inoculation and in failing to do so will be subject to pick up and confinement by the Village, and in such event the owner will be fined $2.009 plus $1.00 a day for the period the animal is confined• Motion was seconded by Mr. Frix and unanimously carried. The Village Manager then brought before the Council letter from Miss Kellogg, and he was directed to inform her, she resigned; also that vaca- tions for employees begin June lst and unless a person is an employee at that time, is not entitled to a vacation. The Council discussed the Building Code Ordinance relating to owner- builder of homes and the apparent misuse of the privilege, and upon motion of Mr. Parish, seconded by Mr. Frix, and unanimously carried sub-section (d) of Section 8-3619 Article 41 of Ordinance 97, was amended to read as follows: �» "(d) In the event of a bona fide owner desiring to act as hie own contractor for the construction of his own building located on his own property, such owner may act as his own contractor, and shall be considered as a contractor under this section and shall conform to all requirements of a eontraei:or. Such owner shall pay a license fee of twenty-five ($25.00) dollars for each build- ing so constructed. Such owner shall not under any circumstances set himself up as a contractor to do work for others on any basis unless he conforms to all requirements Of this Article." 991 161 { , 1 , -3- The appointment of a member of the Village Planning Board to attend the County Planning Board meetings was discussed and agreed upon by the Council. It was suggested that when the Village Planning Board meets with the Council in a Special Meeting, the representative of the County Planning Board be invited to attend so that he may explain the overall plan for the County* We Frix moved, seconded by Mr. Parish, and unanimously carried that the outstanding bills as presented be paid.
