Jo McCaffrey We Me Ee Reynolds Mre George Ae Frix Member absents Mre Howard I. Parish We Nadeau, representing We Thomas H. Auderson, Village Attorney* was also present. Minutes of the Meeting held on July 1, 19479 were read and approved* Council received a report of an investigation made by the Police Chief as to the advisability of approving permit for filling station for The Texas Co. on lots 30 to 35 inclusive*, Block 239 El Portal. The report showed an unusual traffic hazard in this location because of the earaplicated intersection of N,Ee 6th Avenue and Biscayne Boulevard;, therefore, upon motion made by We MCaffreyq, seconded by Mre Reynolds; Council unanimously denied approval of the application for said filling station building permit. Upon motion made by Mre McCaffrey, seconded by Mre Reynolds# Council unanimously denied application for the- "U-Drive-Itm car license located at 8700 Biscayne Boulevard because the maximum Certificates: of Convenience and Necessity had been issued under the rules. as set up by the Council* Upon motion made by Bre Reynolds, seconded by Mre McCaffrey, Council. instructed that the Village Attorney write an amendment to Ordinance Noe 97 in 283 ] i i ] ] 3 � T . f • a �2- in Section B-9 of Article 2 thereof eliminating the Village Manager as a member of the Board of Examiners and Appeal and eliminating residence requirements: therein; eliminating the requirement that members be architects or engineers, and providing that the Board be composed of three qualified builders;and that Ordinances No.. 93 and 94 be amended to provide for three Board members in the respective sub-contract trades described therein, and eliminating the Village Manager from membership on these Boards. Tomkinson James• Elder Plumbing Boards Freelan Jones. J. M..,Council E. J. McCormick / The Village Attorney was also instructed to amend Paragraph C,. Section Z-61, Ordinance No• 929 to permit the Building Inspector to pass on plans and_ issue permits: for houses complying with all restrictions, design,, and esthetic appearance without submitting as to the Planning Board, After careful examination; upon motion made by Mr« McCaffrey, second- ed by Mr. Reynolds, Council approved and ordered paid outstanding bills in the amount of $3.719.07• Council committee composed of Mr. Frix and Mr. Reynolds appointed to recommend further action on plans for the City Hall recommended that the present plans be used and that steps be taken to proceed with completed plans and specifications,, and upon motion made by Mr. McCaffrey, seconded by Mr* Frix, sit 177 Y . t a r34► Council unanimously insixucted the Village Manager to authorize Russell T. Pancoast and Associates; architects, to proceed. with the building plans and specifications for a City Hall according to the preliminary sketches presented by them and approved by the Council on ,Kiril 15. 1947.
