MINUTES OF SPECIAL MEETING
MIAMI SHORES VILLAGE COUNCIL
NOVEMBER 19, 1946
A special meeting of Miami Shores Village Council was
held on November 19, 1946 at 7:30 PM. All members of the
Council were present except Mr Reynolds. Mr Thomas Anderson,
Village Attorney, was also present.
The Council then proceeded to consideration of two new
ordinances drawn by the Village Attorney in accordance with
previous Council action on August 13 and October 8, 19469
respectively. Following reading of Ordinance No. 163, which
provides for the approval of maps or plats of proposed sub-
divisions of lands within Miami Shores Village, Mr Parish
moved that the ordinance be adopted. The motion was seconded
by Mr McKee and unanimously carried.
Upon motion by Mr McKee, seconded by Mr Parish, and
unanimously carried, Council also adopted Ordinance No. 164,
amending Ordinance No. 92, stipulating setback from street line,
and providing that entrance to all garages or garage rooms shall
be from the alley in the rear of such buildings in all cases where
an alley is in existence at time work of such building is commenced.
In cases where access to such building cannot be had from the rear,
the ordinance provides that entrance to such garages or garage
rooms shall be set back six or more feet from the front line of
such building farthest from the front line of the lot on which it
Is being constructed.

The Village Manager reported to the Council on results of
visit made by him and the Village Attorney to Mr Hawkins of
Bessemer Properties in connection with parking lot program.
This entire matter was then thoroughly discussed by the Council,
following which, upon motion by Mr Parish, seconded by Mr McKee,
Council unanimously adopted Ordinance No. 165, providing that the
following-described lots in Miami Shores Subdivision Section 1
be rezoned for public parking or single-family residence:

8-9, 15-16 30
8-99 15-16 31
8-91 15-16 32
Following discussion of building activity, without formal
action the opinion of the Council was expressed to the effect
that CPA priority number was not necessary and would not be
required prior to issuance of building permits.
The Village Manager presented for consideration by the
Council the suggestion that license fee be required from the
owners of "tip sheets" sold at Biscayne Dog Track. Upon motion
by Mr Parish, seconded by Mr McKee and unanimously carried, the
Council thereupon fixed license fee for this purpose at $100.
Mr McKee moved that full-page ad be purchased in the Barry
College year-book at cost not to exceed $30. The motion was
seconded by Mr Kilburn and unanimously carried.
The Village Manager then reported to the Council that he had
made arrangements with the Biscayne Dog Track for voluntary

payment for the services of the two policemen on duty at the
Track, such payment to be in addition to the established occupa-
tional license fee.
It was agreed by the Council that future meetings will be
regularly held on the first and third Tuesday of each month,
following which the meeting was adjourned.
