MIAMI SHORES VILLAGE COUNCIL
OCTOBER 22, 1946
A special meeting of Miami Shores Village Council was held
on October 22, 1946 at 7: 30 PM. All members of the Council were
present except Mr Kilburn. Mr Thomas Anderson, Village Attorney,
was also present.
Mr Atwood, Mr Jefferson, and Mr Hoover of the Paramount
Picture Corporation appeared before the Council to discuss the
amount of license fee to be charged for the operation of a movie
house in Miami Shores Village. These representatives contended
that the fee should not be more than the average charged by
other cities in this area, being 25 cents per seat, or x$250 for
the Shores Theatre soon to open for business. It was brought
out that there would also be a Personal Property tax on the
equipment in the Theatre, which Mr Hoover estimated at cost of
about $40,000. Although no official action was taken, it was
the concensus of opinion of the Council members that, in view
of the Personal Property tax, x$250 would be a proper license
fee to be set.
The Council then received an appeal from a ruling of the
Planning Board denying a permit for building on Lots 20 and 21 ,
Block 1, Bonmar Park, because the garage entrance was to be from
the street. Mr Reynolds moved that, because of the fact that
the ordinance of the Village forbidding the erection of garages

without entrance from the alley was adopted after the plans for
said building had been on file, the action of the Planning Board
be reversed and that the permit be granted. Motion was seconded
by Mr McKee and unanimously carried.
The Council decided that in the future, applications for

building permits for additions or alterations contain a sworn
statement to the effect that no cooking facilities will be
installed, nor cooking permitted, and that such facilities will
not be rented, and that the applicant agree to inspection by
Village officers at any time.
Upon recommendation of the Village Manager, Mr McKee moved
that the position of Building and Zoning Director be created and
that sufficient money be appropriated to pay such person a
salary of not more than $300 per month, with an automobile
allowance of not to exceed $50 per month, and that the Village
Manager be authorized to employ qualified person for the position
thus created. The motion was seconded by Mr Reynolds and
carried unanimously.
The meeting adjourned at 10:30 PM.
