09-10-1946 Regular Meeting lo MINUTES OF REGULAR MEETING MIAMI SHORES VILLAGE COUNCIL SEPTEMBER 10, 1946 A regular meeting of Miami Shores Village Council was held on September 10, 1946 at 7: 30 PM. All members of the Council were present except Mr. Kilburn. Mr. Thomas Anderson, Village Attorney, was also present. Minutes of Regular Meeting of August 13, 1946 were read and approved. Truck parking in residential areas was further discussed by the Council, which reiterated its desire for continuous check on this matter. Letter from the General Chairman for the Miami All-American Air Maneuvers 15th Annual Presentation on January 10-11-12, 19479 was read by the Village Manager. Col. Brown and Mr. Claude E. Pullen appeared in behalf of the Air Maneuvers, and the latter outlined anticipated benefits to the greater Miami area as result of the program. Mr.. Reynolds moved that the Miami Shores Village contribution of last year - $200..00 - be duplicated.. The motion was seconded by Mr McKee and carried unanimously. Letter .from the Florida League of Municipalities with reference to 1946 convention to be held at the Roney-Plaza Hotel, Miami Beach, November 24 - 27., and requesting suggestions for subjects to be discussed, was read by the Village Manager. No action was taken by the Council. 009 199 -2- The Village Manager reported to the Council that up to the present there has been no occasion to issue permits for residential construction to persons lacking building priorities, but that he felt if such a case should arise with respect to residential con- struction, permit should nevertheless be issued. Without formal action, members of the Council expressed themselves as concurring in this position. Authority to remove the trees on the sidewalks of the N.E. 2nd Avenue business section and replace the depressions with concrete was requested by the Village Manager. In this connection, the Council discussed with Mr. Marion Arnold, who appeared in his capacity as adjuster for the Standard Accident Insurance Company, the case of Mrs. Margaret Miller, who was injured as result of a fall in front of Margaret Ann Store on August 17. No action was taken by the Council. With further reference to acreage owned by Barry College, the Village Manager reported to the Council that such acreage is' exempted by the County Tax Assessor on the basis that it is used, or intended for, educational, charitable, or religious purposes. The Council decided that, should the property be disposed of to private interests at any time in the future, the Village would assess back taxes for all the years that had been exempt. The Council gave further consideration to necessity for obtaining other municipal quarters. The Mayor requested the Village Manager to take preliminary steps toward obtaining plans for a city hall. Mr. McKee and. Mr. Anderson reported to the Council that list of County assessments on certain N.E. 2nd Avenue single-family residences �� ' M !1 L U�1 + _ -S- had been submitted to the attorney for the County Tax Assessor, following which a few reductions had been made, accompanied,, how- ever, by increases in other assessments from 30 to 40% above the Village assessment, on the basis such properties possessed potential business possibilities. Village Manager also read letter dated June 11, 1946 written by him to the Dade County Tax Assessor,. requesting reconsideration of County assessments, on a business district basis, on property zoned by the Village as residential. The subject of Village Liquor Ordinances was again introduced by Mr. Reynolds.. Following discussion, the Village Attorney was requested to examine the recent Supreme Court decision on City of Miami liquor ordinances, check the existing Village ordinances, and bring the matter before the Council for further consideration. Mr. Reynolds moved that August bills, in amount of $3, 553.62, be approved and paid.. The motion was seconded by Mr.. Parish and carried unanimously.
