MIAMI SHORES VILLAGE COUNCIL
JULY 229 23, AND 24, 1946
Miami Siores Village Council held a public hearing at 8:00 PM,
July 22, 1948, for submission and discussion of the tentative budget
fo r th a fiwal year August 1, 1946 - July 31, 1947: Golf Course budget
for the same period was also submitted for the information of Village
residents and tarp aye rs.
All members of the Council except Messra. Kilburn and Parish were
present. Mr. `Thomas Anderson, Village Attorney, also was present. Ap-
proximately 100 Village residents attended.
The Chief of Pol ice, the Foreman in charge of outside work, the
Recreation Director, and the Golf Course Manager were introduced by the
Mayor and outlined work planned fb r the it re ape ative departments during
the coming year.
The Mayor proceeded in a resume of the various budget items, after
which the meeting was thrown open for discussion. In brief, the comments
of those heard were as follows:
(1) Budget allocation for the Police Department was not- adequate.
(2) The mill rate should have been raised instead of increasing
valu at ions.
(3) A technical point on accounting procedure was raised with respect
to Golf Course items as reflected in the Village Budget.
(4) Suggestion was made that additional revenue be obtained in some
manner from the Biscayne Dog Track.
The Public Hearing was ad j ou me d at 8:150 PM, following which the Council
sat as an Equalization Board, Mr. Byron r`. Meyer, 78 NE 106th Street,
appeared to protest valuation on hisproperty (Lot 2, Block 202, Dinning's
Eat., No. 2). He was advised the matter would be taken under consideration.
The Board 'lien adjourned until 7:30 PM, July 23.

At that time, Mrs: L. R. Shafer, 285 NE 95th Street, appeared to
protest the valuation upon Lot 22 and Ea of Lot 21, Block 29; her claim
was denied by the Board, which then adjourned.
Reconvening at 7:30 PM, July 24, the Equalization Board heard a
representative who appeared in behalf of Mr. U. R. Kokenge, 1273 NE 95th
Street, to request adjustment in assessed valuation of Lots 31, 32, and
Wi Lot 33 , Block 84. This request was denied, as were similar written
protests from Mrs Zona Watson with regard to valuation on Lot 7, Block
202, Dunning's Ext. No. 2, and from Mr. George Martin with respect to
valuation on Lot 21 and EJ Lot 2D, Block 93. With further reference to
previous p ro to st of Mr. Byron F. Meyer, the Equalization Board instructed
the Village Manager to investigate his claim further.
At 8:40 PM, the Mayor dissolved the Board of Equalization, following
dhich the Council convened in special session. The Council dispensed with
reading of the Minutes of the July 9 Mee ting.
The proposed plat of Padding Heights was accepted by the Council, with
the express provision that sidewalks will be placed on that part of 95th Street
included in the subdivision.
The Village Manager informed the Council of receipt of application from
Mr. M. P. Hurst for position as .N.'lectrical Inspector. Council action on the
matter was withheld for the present.
Council requested the Village Attorney to prepare amendments to the
Garbage Ordinance in order that Village residents will be required to provi de
and maintain adequate garbage receptacles with covers, and to provide for
increase from (10.00 to #12.00 per year in garbage Pee.

Following discussion of the Taxi Cab Ordinance, it was agreed that
action with respect to licensing and fixing of rates will be deferred to
a later date*
Upon motion by Mr. Reynolds, seconded by Mr. McKee, and unanimously
carried, Ordi nance No. 159, fi xin g the Village bu dge t f or the approa ch ing
fiscal year, was adopted.
Mr. Reynolds also moved that Ordinance No. 160, which fixes the total
tax roll and the millage for revenue for Village requirements for the
fiscal year August 19 1946 to July 31, 19471, be adopted. the motion was
seconded by Mr. McKee and carried unanimously.
The Village Manager was instructed by the Council to discuss with
officials of the Town of North Miami their communication of July 23, 1946
with reference to increase in charge for use of the jail.
Upon motion by Mr. Reynol ds , seconded by Mr. McKee, and unanimously
carried, the Council approved Schedule IV, to be attached to Ordinance 151
(Traffic Ordinance) , under which Schedule drivers of vehicles are required
to stop at every intersection before entering any of the following streets
or parts of streets:
N. MIAMI AVE.
N.E. 29D AVE.
N.E. 6TH AVE.
BISCAYNE BOULEVARD.
GRAND CONCOURSE - Fran N.E. 2nd Ave. to N.E. 6th Ave.
N.E. 96TH ST. - At the intersection of N.E. 10th Ave.
N.E. 95TH ST. - At the intersection of N.E. 10th Ave.
N.E. 105?d ST. - At the intersections of N.E. 4th Ave. and N.E. 5th Ave.
for southbound traffic only.
N.E. 105TH ST. - At the intersections of N.E. 4th Ave. and N.E. 5th Ave.
